About this opportunity
The City of Arlington, Georgia is seeking sealed bids for a water meter replacement project located in Calhoun and Early County, funded through Community Development Block Grant (CDBG) No. 24p-x-019-2-6372. The procurement involves replacing approximately 512 water meters of various sizes, including 4 1" meters, 17 2" meters, 3 2½" meters, and 1 4" meter, with a new remote read water meter system. Bids will be publicly opened and read aloud on October 23, 2025, at 2:00 p.m. local time at the Jimmie C. Harpe Community Center, located at 31 Martin Luther King Drive in Arlington, Georgia. Bid documents can be obtained from SOWEGA Engineering, LLC in Dawson, Georgia, for a non-refundable fee of $250.00 per set. The City reserves the right to waive informalities, reject any or all bids, and disregard nonconforming or unresponsive submissions. Each bidder must provide bid security as specified in the Instructions to Bidders, and all bids will remain subject to acceptance for 60 days after the opening date.
The project is subject to Build America, Buy America (BABA) requirements, which mandate the use of iron, steel, manufactured products, and construction materials produced in the United States. Specific documentation from manufacturers certifying the U.S. origin of products will be required, including project details, product descriptions, manufacturing locations, and signed attestations. While no specific set-aside designations for disadvantaged enterprises are mentioned in the documents, the procurement follows federal guidelines for CDBG-funded infrastructure projects. The project will upgrade the city's water metering infrastructure with modern, remote-readable technology, located at 567 Pioneer Road N.E., Arlington, Georgia. Although a specific budget range is not disclosed, the comprehensive meter replacement project suggests a significant investment in municipal infrastructure modernization. Potential bidders should carefully review the BABA requirements and be prepared to provide detailed documentation of product origins and manufacturing locations.
