About this opportunity
The City of Virginia Beach is requesting sealed bids for an Annual Renewable Indefinite Quantity Construction Contract (ARIQCC) for various minor new construction projects throughout the city, with bids due October 7, 2026. The Small Business Enhancement Program (SBEP) mandates that bidders intending to subcontract must commit at least fifty percent of subcontracted work value to Small, Women-Owned, and Minority-Owned (SWaM) certified businesses, or provide documented good faith efforts.
The scope encompasses 294 line items spanning sidewalk and curb installation, curb and gutter, asphalt patches, asphalt milling and paving, concrete entrances, manholes, catch basins, stormwater BMPs, multi-use paths, ADA improvements, pipe installation, turn lanes, street reconstruction, and incidental roadway, drainage, stormwater, water, and sewer work. Line items include drainage pipes ranging from 15-inch to 48-inch RCP and elliptical concrete pipes, drop inlets, excavation, earthwork, asphalt concrete placement, demolition, utility relocations, traffic signals, and pavement markings. Work specifications comply with 2022 VDOT Supplemental Specifications and City of Virginia Beach amendments.
The contract limit is $6 million for each of four potential years. The initial term is one year (365 consecutive calendar days) from execution, with three optional one-year renewal periods available by mutual agreement. Award will be made to the lowest responsive and responsible bidder based on unit prices for each line item. Monthly progress estimates are paid within thirty days of receipt.
Contractors must hold current Virginia contractor licensure, maintain a City of Virginia Beach business license, obtain performance and payment bonds, and carry appropriate insurance. Retainage is held until project acceptance; contractors may waive interest or establish an interest-bearing escrow account under Virginia law. The contract requires compliance with drug-free workplace, civil rights, environmental, and construction safety and health standards. A pre-bid conference will be held at the City's Purchasing Division in Virginia Beach.
