About this opportunity
The Missouri Department of Conservation has issued an Invitation for Bid (IFB) for area maintenance services at five conservation areas located in Howell County: Sims Valley, Dean Davis, Davidson Paris, White Ranch, and Tingler Prairie. The procurement encompasses comprehensive maintenance services including litter removal, mowing and trimming, and janitorial services (privy cleaning) across the five locations, totaling 15 line items. Services must be performed biweekly from April through October 2026, with litter removal completed before mowing and janitorial services completed after mowing. The contractor must provide all tools, equipment, materials, labor, and supplies necessary to perform the work and obtain prior written approval for any subcontractors. Qualified bidders must comply with Missouri tax compliance requirements, Secretary of State registration, E-Verify work authorization, and federal contracting requirements, including anti-discrimination and affirmative action compliance. The contract period runs from April 1, 2026, through March 31, 2027, with pricing required to be firm and fixed for the entire contract period. Bids are due by March 4, 2026, at 2:00 PM Central Time via electronic submission through MissouriBUYS powered by MOVERS or by mail. Site tours are available upon request and should be scheduled with Justin Gailey at justin.gailey@mdc.mo.gov. Award will be made to the lowest responsive and responsible bidder, with evaluation based primarily on cost.
The Department offers bonus points to encourage participation from disadvantaged enterprises, including 5-15 points for Organizations for the Blind/Sheltered Workshops with 2% or greater participation and 3 points for Service-Disabled Veteran Business Enterprises with 3% or greater participation. The contractor must maintain liability insurance with the Department named as additional insured and comply with all applicable Missouri and federal laws. Payment terms are Net 30 upon acceptance of services by the Department's Project Manager. The Department reserves the right to add, remove, or modify work areas during the contract period at prices stated in the bid. No budget range or estimated contract value is specified in the solicitation materials. No incumbent vendor or current contractor information has been identified in the available documentation, and no existing infrastructure or technology integration requirements are noted.
