About this opportunity

The Floyd County Board of Commissioners is soliciting sealed Requests for Proposal (RFPs) for architectural services to design comprehensive renovations of the Etowah Park Ball Field Complex in Rome, Georgia. The procurement seeks a qualified architectural firm with proven experience in recreational park design and athletic field projects to provide a full range of services spanning six distinct phases: Pre-Design Vision, Conceptual/Schematic Design, Design Development, Construction Documents, Bidding & Contract Award, and Construction Administration & Project Closeout. The scope of work includes designing a centralized, single-story facility incorporating concessions, unisex restrooms, electrical rooms, and office space, along with site improvements including parking expansion, new fencing, military-themed entrance development, shade screen areas, and batting cages surrounding four tournament-quality ballfields. Key project objectives include maximizing design space utilization, minimizing construction costs, and improving electrical efficiency through LED lighting and high-efficiency HVAC systems. Required deliverables encompass design conceptualization, comprehensive design documents, engineering services for mechanical, electrical, and plumbing systems, construction cost estimating, and full construction administration support. Prospective bidders must demonstrate significant experience with recreational facility design and provide professional liability insurance of $2 million. The mandatory pre-bid/site visit is scheduled for July 22, 2025, at 9:30 AM at the Etowah Park Baseball Field Complex located at 1325 Kingston Highway, Rome, GA 30165, with proposals due on August 12, 2025, at 2:00 p.m. Compensation will be provided on a NET 30 payment basis for services rendered in each project phase.

The RFP documents do not explicitly identify specific set-asides for disadvantaged enterprises, small businesses, or other restricted vendor categories, though the emphasis on local site familiarization and detailed project understanding may create advantages for firms with prior experience in the Georgia region. No incumbent vendors or current contractors are identified in the procurement documents. The project does not appear to require integration with existing technology infrastructure beyond standard architectural and construction administration practices. While specific award values or budget ranges are not disclosed in the available documents, the comprehensive nature of the project—involving full architectural and engineering services across multiple phases, plus construction administration and closeout—suggests a substantial professional services contract typical of major municipal renovation projects. Firms interested in pursuing this opportunity should note that the clarification addendum issued on July 29, 2025, emphasizes the county's expectation of pricing that reflects the architectural firm's experience and expertise commensurate with the project's magnitude and complexity.
