About this opportunity
University Medical Center of El Paso (UMC) is seeking architectural and engineering services for a new multistory parking garage project through a Request for Qualifications (RFQ) issued for the El Paso County Hospital District. The project aims to design and construct a parking facility to accommodate approximately 700 parking spaces exclusively for UMC Associates, located at the intersection of Raynolds Street and Durazno Avenue on a 2.1050-acre parcel. The procurement is part of the 2025 UMC General Obligation Bond Implementation Program, with the primary objective of creating an off-site parking solution to alleviate traffic congestion near the main campus. Proposals will be evaluated based on five weighted factors: staffing plan, local market familiarity, project experience, design and construction phasing, and implementation approach. A mandatory pre-submittal meeting is scheduled for October 8, 2025, at 2:00 PM Mountain Time, with site visits available afterward, and proposals are due on October 22, 2025, by 2:00 PM Mountain Time through the Bonfire procurement portal. The selected architectural firm will work under the direction of the Assistant Administrator of Planning Design and Construction, with UMC reserving the right to accept or reject any proposals and negotiate final terms.
The RFQ does not explicitly mention specific set-aside designations or restrictions for disadvantaged enterprises. Respondents must submit comprehensive documentation, including organizational details, completed forms, and demonstrate compliance with specific insurance requirements and HIPAA regulations. The insurance provisions mandate comprehensive coverage, including Commercial General Liability ($1,000,000 per occurrence), Automobile Liability ($1,000,000 per accident), Professional Liability ($2,000,000 per occurrence), and Excess Umbrella Liability ($5,000,000). While a specific budget range is not disclosed, the project is funded through the 2025 UMC General Obligation Bond. The parking garage will replace the current arrangement of leasing approximately 300 off-site parking spaces and providing shuttle services, with an emphasis on creating a facility that complements UMC branding and the new UMC Central Geriatric Clinic design. The contract will be awarded to the firm providing the best value to UMC, as determined by an evaluation team, with the selection process governed by Texas public information laws and requiring strict adherence to conflict of interest and integrity disclosure protocols.
