About this file
This document is an Exhibit A Scope of Work for the El Paso County Hospital District, doing business as University Medical Center of El Paso (UMC), seeking architectural and engineering services for a new parking garage project. The project involves designing a multi-story parking facility to accommodate approximately 700 parking spaces for UMC Associates, located at the intersection of Raynolds Street and Durazno Avenue on a recently purchased 2.1050-acre parcel. The site previously contained warehouse and storage buildings that have been demolished. The parking garage is part of the UMC 2025 General Obligation Bond implementation and must complement the UMC branding and the new UMC Central Geriatric Clinic design.
The project is funded through the UMC 2025 General Obligation Bond, with the primary objective of creating an off-site parking solution that alleviates traffic congestion concerns on Boll and Alberta streets. The selection of the architectural firm will be made at UMC's sole discretion, focusing on the proposal that provides the best value based on specific evaluation factors. The parking garage is intended exclusively for UMC Associates and will replace the current arrangement of leasing approximately 300 off-site parking spaces and providing shuttle services to the main campus. The project emphasizes not just functional parking infrastructure but also aesthetic alignment with existing UMC facilities and branding guidelines.

Exhibit A Scope of Work
University Medical Center of El Paso currently leases approximately 300 parking spaces off-site for UMC Associates and provides shuttle services to transfer Associates to UMC Main Campus.
Included in the UMC 2025 General Obligation Bond, UMC has allocated funds to create a structured parking garage including approximately 700 parking spaces. The initial plan was to locate this garage on a parcel adjacent to the existing Associate’s garage. After additional study, UMC determined that this location would create an unacceptable increase in vehicular traffic on Boll and Alberta streets.
The intent of this Request for Qualifications is to solicit an Architect to design a new parking garage on the land recently purchased located at the intersection of Raynolds Street and Durazno Avenue and consisting of approximately 2.1050 acres. The warehouse and storage buildings shown below have been demolished.
While this garage will be dedicated to UMC Associates, the facility must complement UMC branding and the new UMC Central Geriatric Clinic design image1.png image2.png
