About this opportunity

The Oregon Department of State Lands is requesting quotations for architectural and engineering services to develop design and construction documents for restoration of the Fredrickson Shed, a circa 1890s-1910s historic structure at the South Slough Reserve in Charleston, Oregon, with proposals due June 3, 2026 at 2:00 p.m. PST. Phase II construction administration will be awarded under a separate future contract.

The shed measures 40 feet long by 20 feet wide with a height of approximately 8 feet 1 inch and is in extreme decay; restoration must return it to its original "as-built" condition while adhering to specialized building codes and archaeological preservation requirements due to its association with the Wasson Homestead archaeological site. Phase I deliverables include a site survey, 50%, 75%, and 100% design packages, and final construction documents with completion deadlines of July 31, August 31, and October 1, 2026, respectively. The scope requires regular check-in meetings with the owner's project manager, site visits to develop design, coordination with the jurisdiction responsible for historical renovation oversight, and recommendations and support for all permit applications.

Proposers must demonstrate experience with designs and construction administration for buildings on the National Historic Registry and provide a list of completed renovation projects on historically registered buildings. Professional Liability insurance of $1,000,000 per occurrence and $2,000,000 annual aggregate is required. All pricing must be submitted as a not-to-exceed amount for each task, inclusive of services, expenses, and travel costs, and held firm for 30 days.

Evaluation weighs Understanding of Requested Services at 50 points, Approach to Services at 25 points, and Cost Proposal at 25 points. Questions are due June 1, 2026 at 12:00 p.m. Pacific Time. An optional in-person site visit is available by contacting Juliana Ruble at 971-493-2898. Michelle Johnson is the Contract Officer.
