About this file

This is a Request for Quotation issued by the Oregon Department of State Lands for architectural and engineering services related to the restoration of the Fredrickson Shed, a circa 1890s-1910s historic structure located at the South Slough Reserve in Charleston, Oregon. The Department seeks a qualified firm to develop drawings, specifications, and structural engineering documents necessary to solicit a general contractor for the shed's restoration, as well as to provide construction administration services in Phase II. The shed, measuring 40 feet long by 20 feet wide with a height of approximately 8 feet 1 inch, is in extreme decay and poses a safety hazard; it must be restored to its original "as built" condition while adhering to specialized building codes and archaeological preservation requirements due to its association with the Wasson Homestead archaeological site. Proposals must be submitted by June 3, 2026, at 2:00 p.m. PST to Michelle Johnson, the Contract Officer. An optional in-person site visit is available by contacting Juliana Ruble at 971-493-2898. Phase I deliverables include a site survey, 50%, 75%, and 100% design packages, and final construction documents, with completion deadlines of July 31, August 31, and October 1, 2026, respectively. Phase II construction administration services will be awarded under a separate future contract.

All pricing must be held firm for 30 days and submitted as a not-to-exceed amount for each task, inclusive of all services, expenses, and travel costs. Prospective awardees must carry Professional Liability insurance in the amount of $1,000,000 per occurrence and $2,000,000 annual aggregate. Minimum proposal requirements include demonstrated experience with designs and construction administration for buildings on the National Historic Registry, a list of completed renovation projects on historically registered buildings, a proposed project schedule, and phase-specific fees. Evaluation criteria are weighted as follows: Understanding of Requested Services (50 points), Approach to Services (25 points), and Cost Proposal (25 points), for a total of 100 points. Questions regarding the RFQ must be submitted in writing to the Single Point of Contact by June 1, 2026, at 12:00 p.m. Pacific Time.

Background The Fredrickson Shed, circa 1890’s-1910’s, is the last remaining building of its era in the Wasson Creek Valley, part of the South Slough National Estuarine Reserve. The structure is currently in an extreme state of decay and continues to be vandalized, presenting a potential hazard to visitors. The Fredrickson shed is a historical building and part of the Wasson Homestead, archaeological site 35CS372. Through grant funds, the South Slough Reserve is interested in restoring this historic shed to its original condition. The South Slough Reserve is seeking proposals for an architectural and engineering services contract to develop the bid and construction documents to restore the shed. The shed has no power, electrical or plumbing services.

Due to the shed’s association with archaeological site 35CS372 and its cultural significance, the shed must be restored to “as built” condition and follow any and all applicable specialized building codes and restrictions. Further, the shed is located in a highly sensitive ecological area near a wetland, tidal zone and a Cultural Garden with native plants and flowers. The building is 40’ long x 20’ wide and the height from the top of floor to top of center beam is ~8’-1 ½”.

There is also an archaeologically significant tree near the shed that must be preserved and protected during restoration of the shed. (map of site and pictures are provided in separate attachments).
