About this opportunity

The Florida Department of Management Services (DMS), Division of Real Estate Development and Management, is seeking architectural and engineering (A/E) services for the design and construction administration of a 120-bed state veterans' nursing home and adult day-care facility in Collier County, Florida. The selected A/E firm will provide schematic design, design development, construction documents, bidding support for the Construction Manager At Risk (CMAR), and construction administration. The project has a current budget of approximately $30 million, with two-thirds of the funding provided by the federal government. Additional future funding is contingent on legislative appropriations and grants from the U.S. Department of Veterans Affairs. Responses to the Request for Qualifications (RFQ) are due by June 27, 2024, and the contract start date is anticipated to be September 10, 2024. The selection will be based on factors such as the firm's office location, previous state work experience, current workload, proposed staff experience, relevant design experience, and ability to perform the contract requirements.

The RFQ does not specify any set-aside requirements for Service-Disabled Veteran-Owned Small Businesses (SDVOSB) or other minority business entities. The pre-schematic design, programming, and site selection work completed under a previous contract will not preclude any qualified firms from being selected. The Florida Department of Veterans' Affairs (FDVA) has not yet selected a Construction Manager at Risk (CMAR) for the project. The total project budget is estimated to be over $100 million, with the initial $30 million in state funding. The recommended selection of the top-ranked firm, HHCP an Orcutt | Winslow Company, will be posted on the Vendor Information Portal website, and protests regarding the agency decision must be filed within the prescribed timeframe.
