About this file

This document is a request for qualifications (RFQ) issued by the Florida Department of Veterans' Affairs (FDVA) for architectural and engineering services related to the Collier County State Veterans' Nursing Home project. The total project budget is estimated to be over $100 million, with approximately $30 million in initial state funding. The scope of work includes design services from schematic design through construction. While the specific site location has not been provided, the project is planned for Collier County, Florida. No site visits are permitted prior to the RFQ response date. There is no requirement for Service-Disabled Veteran-Owned Small Business (SDVOSB) participation, and the firm that performed the previous pre-schematic design work is not precluded from responding. Funding is in place for all architectural and engineering services, and no pauses in the process are anticipated due to funding.

The RFQ does not provide a breakdown of the evaluation scoring criteria, but a copy of the Evaluation Form may be requested upon completion of the solicitation process. There is no indication of a Construction Manager at Risk (CMAR) having been selected for the project. The selection committee consists of three Department of Management Services/Real Estate Development and Management (DMS/REDM) project managers and two representatives from the FDVA.

1.

Per the subject RFP, Can Engineering Firms submit separate from Architectural Firms, or do they need to be a team?

This is a Request for Qualifications, so any qualified firm may submit. The evaluation will be based on how qualified a firm is to accomplish the entire task advertised. If there is a portion of the work that the responding firm cannot accomplish and will need to sub-contract out, then the response should indicate this.

2.

Will a breakout of the points used in the evaluation scoring be provided? Can this be obtained by request?

A copy of the Evaluation Form may be requested at the completion of the Solicitation.

3.

Given that much of the funding for the projects comes from Federal monies, are either the prime or the subcontractors required to be Federally pre-authorized /pre-certified to perform this work?

No.

4.

The RFQ states the current funding is approximately $30M; is this the total project budget or just the construction cost?

This is the prelimary amount of State funding. There will be further funds obtained from the Federal DVA.

5.

How much additional funding may be added to the project from the legislature and grants?

Unknown, but the total project budget is estimated to be more than $100M.

Yes in Collier County. More information will be provided to the shortlisted firms.

7.

Will the design of this Florida State VA project follow the VA Federal SEPS standards and current Small House Design manual?

No.

8.

Will this Florida State VA project seek compliance and/ or licensure with The Joint Commission (TJC), The Agency for Health Care Administration (AHCA), Centers for Medicare & Medicaid Services (CMS), our any other NGO compliance and/or licensure agency outside of DMS?

Yes, to all.

9.

Is there a requirement to have a Service-Disabled Veteran-Owned Small Business (SDVOSB) or other similar minority business entity as a Prime (or Sub) Contractor similar to the Federal VA and the Office of Construction & Facilities Management (OFCM)?

No.

10.

Despite it not being a criterion on the AE12b, would having a Service-Disabled Veteran- Owned Small Business (SDVOSB) or other similar minority business entity as a Prime (or Sub) Contractor impact the scoring on the evaluation form or SF330-21?

There is no impact on the Solicitation Evaluation.

What project scope does the Florida State VA anticipate the current funding of approximately $30,000,000.00 to include? What scope would be contingent upon future funding by the legislature and grants from the U.S. Veteran’s Administration?
