About this opportunity

The City of Hartford Department of Public Works and Colt Park is requesting proposals for comprehensive architectural and engineering services with landscape design for structural stabilization of the Carriage House and Gardener's Cottage at 106 Wethersfield Avenue, Hartford, Connecticut, under RFP issued September 1, 2026, with proposals due September 29, 2026 at 2:00 p.m. A mandatory pre-bid conference is scheduled for September 15, 2026 at 10:30 a.m. at Colt Park. The project is funded by $1 million in HUD Community Project Funding (Grant Agreement B-22-CP-CT-0183) with obligation date August 31, 2030.

Scope encompasses five phases: Phase 1 (existing conditions survey with A-2 and T-2 surveys); Phase 2 (design development with preliminary cost estimates and three design schemes); Phase 3 (final construction documents with definitive estimates); Phase 4 (bidding and negotiation support); and Phase 5 (construction administration and closeout). Deliverables include monthly design logs, meeting minutes, community presentations, and permit submissions. The City requires 15% utilization of City of Hartford–certified Minority/Women Business Enterprise (MWBE) firms. Respondents must comply with prevailing wage requirements and carry professional liability insurance of $1 million minimum, commercial general liability ($1 million per occurrence), workers' compensation, automobile liability ($1 million combined single limit), and excess liability coverage. A 10% bid bond is required; if contract value exceeds $50,000, performance and payment bonds of 100% are mandatory. If construction cost exceeds $1 million, DAS prequalification may be required.

Pricing is lump sum by phase with separate line items for surveys and cost estimates. No reimbursable expenses are permitted; all costs including printing and travel must be included in the base fee. The City is exempt from sales and use taxes.

Selection will be weighted as follows: Purpose (10 points), Qualifications (25 points), Background and Experience (35 points), Proximity (10 points), and Price (20 points). The City reserves the right to negotiate fees with selected firms. Award is anticipated for Fall 2026. Archival blueprints, prior structural assessments (2014, 2021), and conditions assessment reports support the RFP and are available for review.
