About this opportunity

The Town of Woodstock, Virginia is requesting proposals for architectural and engineering services to design a combined Town Office and Public Safety Facility through qualifications-based selection, with proposals due October 26, 2026 and written questions due October 9, 2026. The project is financed in part through the USDA Community Facilities Direct Loan Program, which requires USDA concurrence with the professional services agreement, plans and specifications, and bid award recommendation before work commences or bid advertisement occurs.

The scope spans six phases: Preliminary Architectural Report compliant with USDA RD Instruction 1942-A, Schematic Design, Design Development, Construction Documents, Bidding and Procurement Support, and Construction Administration. The Town intends to negotiate a multi-phase services agreement with the selected firm and holds clear title to the project site; a preliminary space study and cost estimate prepared by Dewberry Architects (with 2024 pricing) are available for reference.

Evaluation uses qualifications only, with no cost estimates submitted in the initial phase. The Town will score proposals on four criteria: firm qualifications and relevant experience with municipal facilities, public safety facilities, and USDA Community Facilities financing (35 points); qualifications and experience of key personnel including the project architect/engineer of record (30 points); understanding of the project and proposed approach including scope identification and key issues (25 points); and references from comparable public-sector projects (10 points).

Proposals must not exceed 30 pages (excluding cover letter, resumes, and project experience sheets) and remain valid for 90 days. Submission is via eVA or sealed envelope by mail or hand delivery. The project is subject to Build America Buy America Act and American Iron and Steel Act requirements. USDA requires monthly on-site inspections and progress meetings during construction. The Town reserves the right to reject any and all proposals.
