About this opportunity

Cumberland County, Virginia is requesting proposals for Architectural and Engineering Services for an expanded and renovated County Courthouse, with proposals due June 29, 2026 at 4:30 p.m. The County seeks a full-service team led by a single architectural or engineering firm capable of integrated delivery across architectural, civil, mechanical, electrical, and structural engineering; landscape architecture; professional surveying; and construction cost estimating.

The scope builds on a 2023 Facility Needs Assessment completed by HBA Architecture and Interior Design and encompasses planning, programming, design development, and construction administration phases. The renovated courthouse must accommodate Circuit Court, Clerk of Court, General District Court and Clerk, Juvenile Court, Adult and Juvenile Probation, and Commonwealth Attorney functions while retaining the historic character of the original 1818 Jeffersonian-Classical structure.

This procurement follows Virginia Code 2.2-4302.2.A.4, the professional services method. The County will interview two or more qualified offerors and negotiate with the highest-ranked candidate. Proposals must include one original, one digital copy, and three complete copies not exceeding 50 pages. Pricing information—non-binding hourly labor rates by employee grade—will be requested only from finalists selected for interviews.

Evaluation criteria are staff experience and qualifications, demonstrated competence, location and responsiveness, current workload capacity, reference acceptability, and understanding of the community's unique needs. The County does not identify an incumbent. No contract value is stated; the project remains subject to appropriation by the Board of Supervisors. The County retains the right to cancel with 60 days' written notice. The selected consultant must maintain minimum Commercial General Liability coverage of $1 million per occurrence and $2 million aggregate, with Cumberland County named as additional insured. All work products become the property of Cumberland County, though the consultant may use design concepts for future purposes.
