About this opportunity

The City of Cartersville, Georgia, Parks & Recreation Department is requesting competitive sealed proposals for Architectural and Engineering Design Services covering redevelopment of Cartersville Sports Complex and selected improvements to Hicks Park, with proposals due October 23, 2026 at 3:00 p.m. Eastern Time.

The scope spans full design services—programming through construction administration—for Richard Bell Baseball Field with grandstand seating, elevated press box, locker rooms, coaches' office, concessions, restrooms, and storage with turf playing surface; redesign and repositioning of Fields 1–4 with potential turf conversion for Field 4; complete replacement of concession stands at both Cartersville Sports Complex and Hicks Park (the latter with second-floor meeting space, office, and umpire facilities); and a retaining wall at Hicks Park. Design services commence Fall 2026, with construction documents completed and permitted by April 2027 and Richard Bell Field substantially completed by February 2028. The project uses a Construction Manager at-Risk delivery method.

The Owner anticipates a preliminary construction budget of $4 million to $6 million for all improvements, subject to adjustment based on final programming, design development, market conditions, and available funding. The Owner will provide surveying, geotechnical evaluation, and special inspection services through third-party consultants.

Evaluation is weighted across firm stability (0–15 points), relevant project experience (0–40 points), key personnel qualifications (0–15 points), CM@Risk and preconstruction experience (0–10 points), project approach and cost/schedule management (0–10 points), QA/QC and risk management (0–5 points), and availability/responsiveness (0–5 points). Following technical shortlisting and interviews, the Owner will open fee proposals only for the top-ranked firm and reserves the right to negotiate scope and fees, proceeding to subsequent firms if necessary. Professional liability insurance must be provided by an A.M. Best A-rated carrier authorized in Georgia. Questions are due October 6, 2026 to David G. Archer, Jr. Proposals must be submitted as one unbound original, five bound copies without fee proposals, and one electronic PDF copy, with fee proposal in a separate sealed envelope, limited to 40 pages excluding cover letter and tabs in minimum 11-point font.
