About this opportunity

The University of Texas Health Science Center at Tyler is requesting qualifications for multiple Indefinite Delivery/Indefinite Quantity architect/engineer contracts to provide on-call professional services for campus projects, with qualifications due October 28, 2026 at 3:00 p.m. CST via the Bonfire Portal and a pre-submittal conference on October 8 at 3:00 p.m. at the Fine Arts Complex, Room 112 in Tyler. A VetHUB Subcontracting Plan is required if the University's Office of Capital Projects determines subcontracting opportunities are probable for projects with an expected value of $100,000 or more.

Anticipated services include building renovations, classroom and laboratory updates, healthcare facility modifications, accessibility improvements, HVAC and electrical modifications, structural work, roofing improvements, site and utility enhancements, deferred maintenance projects, energy efficiency upgrades, and infrastructure improvements; new construction projects are anticipated to be occasional rather than primary work. No guaranteed volume or amount of work is specified; fees and compensation will be negotiated separately following selection of qualified respondents.

Respondents must submit qualifications as a searchable PDF with a maximum of forty printable pages, including three recent audited financial statements, professional malpractice insurance claims history for the past five years, and detailed information on past representative projects and University of Texas System experience within the last five years. Qualifications may address individual service disciplines or multiple disciplines within a single submission and must exclude pricing or fee information. The Execution of Offer and VetHUB Subcontracting Plan must be submitted as separate files.

Respondents must comply with workers' compensation insurance requirements, franchise tax certification, disclosure of interested parties requirements, and Texas Governor Executive Order GA-48 regarding foreign adversaries and national defense considerations. Interviews are projected for November 16–20, 2026, with anticipated contract execution by December 1, 2026. The University reserves the right to reject any or all qualifications, award contracts to multiple respondents, award fewer contracts than anticipated, or decline to award any contract.
