About this file

Summary

This is a Request for Qualifications (RFQ) issued by The University of Texas Health Science Center at Tyler for establishing multiple Indefinite Delivery/Indefinite Quantity (IDIQ) contracts with qualified Architect/Engineer firms to provide on-call professional services. The University seeks firms to deliver architectural and engineering services for campus projects on an as-needed basis through individual Task Orders, with no guaranteed volume or amount of work. Anticipated services include building renovations, classroom and laboratory updates, healthcare facility modifications, accessibility improvements, HVAC and electrical modifications, structural work, roofing improvements, site and utility enhancements, deferred maintenance projects, energy efficiency upgrades, and infrastructure improvements, with new construction projects anticipated to be occasional rather than primary work. The RFQ was issued October 1, 2026, with a qualifications submission deadline of October 28, 2026 at 3:00 PM Central Standard Time via the Bonfire Portal website. A pre-submittal conference is scheduled for October 8, 2026 at 3:00 PM at the Fine Arts Complex, Room 112 in Tyler, Texas, with attendance optional. Projected respondent interviews are scheduled for November 16-20, 2026, with anticipated contract execution by December 1, 2026. Respondents must submit qualifications electronically as a searchable PDF with a maximum of forty printable pages, and must also submit the Execution of Offer and Veteran Heroes United in Business (VetHUB) Subcontracting Plan as separate files.

Qualifications shall not include pricing or fee information; fees and compensation will be negotiated separately following selection of qualified respondents. The RFQ requires submission of three recent audited financial statements to demonstrate financial stability, professional malpractice insurance claims history for the past five years, and detailed information on past representative projects and University of Texas System experience within the last five years. Respondents may submit qualifications for individual service disciplines or multiple disciplines within a single submission. A VetHUB Subcontracting Plan is required if OCP determines subcontracting opportunities are probable for projects with an expected value of $100,000 or more. Respondents must comply with all applicable federal, state, and local regulations including workers' compensation insurance requirements, franchise tax certification, disclosure of interested parties requirements, and Texas Governor Executive Order GA-48 regarding foreign adversaries and national defense considerations. The University reserves the right to reject any or all qualifications, award contracts to multiple respondents, award fewer contracts than anticipated, or decline to award any contract. All submissions become property of the Owner and are subject to disclosure under the Texas Public Information Act.

REQUEST FOR QUALIFICATIONS FOR

ARCHITECT/ENGINEER PROFESSIONAL SERVICES

The University of Texas Health Science Center at Tyler RFQ No.: UTHSCT2027-001

SECTION 1 – GENERAL INFORMATION & REQUIREMENTS

1.1 GENERAL INFORMATION: The University of Texas at Health Science Center Tyler

(“Owner”) is soliciting statements of qualifications (“Qualifications”) from qualified Architectural and Engineering firms (Respondents) to establish multiple Indefinite Delivery/Indefinite Quantity ("IDIQ") contracts for on-call professional architectural and engineering services, in accordance with the terms, conditions, and requirements set forth in this Request for Qualifications.

1.1.1 This Request for Qualifications (“RFQ”) is the first step in a two-step process for selecting an Architect/Engineer firm (Respondent). The RFQ provides the information necessary to prepare and submit Qualifications for consideration and initial ranking by the Owner. Based on the initial ranking, the Owner may select the top ranked qualified respondents to attend Interviews in the final step of the process.

1.1.2 In the final step of the process, Interviews, the “most” qualified respondents in each category may be requested to attend an interview with the Owner to confirm the Qualification submittal and answer additional questions. The Owner will then rank the remaining respondents in order to determine the “most” qualified respondent(s).

1.2 PUBLIC INFORMATION: All information, documentation, and other materials submitted in response to this solicitation are considered non-confidential and/or non-proprietary and are subject to public disclosure under the Texas Public Information Act (Texas Government Code, Chapter 552.001, et seq.) after the solicitation is completed.

1.2.1 The Owner strictly complies with all statutes, court decisions, and opinions of the

Texas Attorney General with respect to disclosure of RFQ information.

07/21/26 REQUEST FOR QUALIFICATIONS FOR A/E SERVICES Page 5 of 28

1.3 TYPE OF CONTRACT: Any contract resulting from this solicitation will be in the form of the Owner’s Standard Architect/Engineer Agreement a copy of which is attached to this RFQ.

1.4 ANTICIPATED PROFESSIONAL SERVICES AND SUBMISSION OPTIONS: The University intends to establish multiple on-call IDIQ contracts for Architectural and Engineering professional services. The University anticipates that the services required under these contracts may be provided by full-service Architectural/Engineering teams or by individual firms providing services within a specific professional discipline. Respondents are not required to provide all architectural and engineering disciplines identified in this RFQ. A Respondent may submit Qualifications for one individual service discipline, or may submit multiple disciplines within a single Statement of Qualifications.

1.4.1 Submission as an individual discipline will not, by itself, limit the University's consideration of the Respondent for that discipline. The University may award an IDIQ contract to a firm for an individual discipline even if the firm is not submitting as part of a full A/E team.

1.4.2 The anticipated professional services may include, but are not limited to, Architecture, Civil Engineering, Structural Engineering, Mechanical Engineering, Electrical Engineering, Plumbing Engineering, Fire Protection, Landscape Architecture, Accessibility/TAS, Building Envelope, Environmental/Hazardous Materials, Surveying, Geotechnical Engineering, and other specialty engineering services.

1.5 CLARIFICATIONS AND INTERPRETATIONS: Any clarifications or interpretations of this RFQ that materially affect or change its requirements will be posted by the Owner as an Addenda on the Bonfire website https://uttyler.bonfirehub.com.

It is the responsibility of all Respondents to obtain this information in a timely manner. All such Addenda issued by the Owner before the qualifications are due as part of the RFQ, and Respondents shall acknowledge receipt of and incorporate each addendum in its Qualifications.

1.5.1 Respondents shall consider only those clarifications and interpretations that the

Owner issues by addenda ten (10) days prior to the submittal deadline.

Interpretations or clarifications in any other form, including oral statements, will not be binding on the Owner and should not be relied on in preparing Qualifications.

SECTION 2 – EXECUTIVE SUMMARY

2.1 HISTORICAL BACKGROUND:

The University of Texas Health Science Center at Tyler has a rich history of commitment and dedication to patient care and community health. From its early beginnings in 1943 as the site of the 1,000-bed Camp Fannin Army hospital during World War II through decades of fighting against pulmonary diseases like tuberculosis, chronic obstructive pulmonary disease, and asbestosis, UT Health Science Center has served the citizens of Texas with distinction. On September 1, 1977, under the leadership of George A. Hurst, M.D., the state hospital known as the East Texas Chest Hospital officially became The University of Texas Health Center at Tyler, joining the world-renowned University of Texas System with an expanded mission that today includes patient care and community health, medical and health education, and biomedical and clinical research. The education mission of UT Health East Texas took a giant leap forward with the expansion of a new medical residency training program in internal medicine in 2010 and the approval by the Texas Higher

07/21/26 REQUEST FOR QUALIFICATIONS FOR A/E SERVICES Page 12 of 28

Education Coordinating Board to establish the School of Medical Biological Sciences in early 2012. A first-ever, degree-granting program, a master’s in biotechnology, welcomed its first class of students in August 2012. In February 2018, UT Health Science Center received approval from the Board of Regents to merge their health-related operations with East Texas Medical Center. On December 9th, 2020, The Southern Association of Colleges and Schools Commission on Colleges approved the operational plan to merge The University of Texas at Tyler and The University of Texas at Tyler Health Science Center. Under the approved plan, The University of Texas at Tyler Health Science Center retained its status as a health-related institution while administratively becoming an instructional site of The University of Texas at Tyler.

Owner currently has access to national group purchasing programs and contracts with various manufacturers and providers of construction and renovation materials and services (collectively, the “Suppliers”) through Premier Purchasing Partners. Such programs, contracts and Suppliers also provide group purchase pricing and discounts to third party purchasers, such as contractors and subcontractors, when Owner is the end user of the purchased items. Therefore, Owner requires that, to the fullest extent appropriate and reasonable, (i) during Respondent’s preparation of the Construction Documents, Respondent will intentionally consider the availability and suitability of materials and services offered by the Suppliers, and (ii) the Suppliers will be given opportunities to competitively bid on applicable components of the Work.
