About this opportunity

Stafford County, Virginia, through its Procurement Division, is soliciting sealed lump-sum bids under IFB 27028 for replacement of two aluminum sulfate storage tanks at the Aquia Plant, with bids due November 4, 2026 at 2:00 p.m. via eVA and a public opening via Microsoft Teams at 2:30 p.m. No set-aside is identified. The County encourages small, women-owned, minority-owned, and veteran-owned participation, and bidders must submit a SWAM Vendor Data Form. The site visit (October 15) and question deadline (October 22, corrected from October 20) have passed.

The scope covers removal and disposal of two existing 9,700-gallon fiberglass-reinforced plastic tanks and installation of two insulated, heated 8,000-gallon FRP tanks. Work includes piping, valves, instrumentation, electrical work, concrete repairs, protective coatings, and site restoration, performed under the Utilities Design and Standard Manual. Bidders must hold a Virginia contractor license, Class A for bids of $120,000 or more. The contractor must perform at least 30 percent of the work with its own direct labor force.

Bid submissions require three references, copies of two similar replacement projects, a completed Qualification of Bidder form, a SWAM Vendor Data Form, a certification of safety violations, and a signed acknowledgement. Bid security is 5 percent by cashier's check, certified check, or bid bond for contracts of $100,000 or more. The successful bidder must furnish a performance bond and a labor and material payment bond, each equal to 100 percent of the contract sum.

Pricing is a lump-sum amount on the provided Bid Form, with a mandatory $50,000 owner contingency added to Part A to calculate the Total Base Bid. The contract runs 240 calendar days from Notice to Proceed, with liquidated damages of $1,000 per day for missing substantial completion at 210 days and $1,500 per day for missing final completion at 240 days. Award is expected within 90 days of bid opening, based on bid responsiveness and contractor qualifications.

Addendum 01, issued October 13, 2026, replaced Section 1.08 A of the original IFB, and it requires prior-round bidders to submit new responses in eVA and all bidders to acknowledge receipt. Addendum 02 addresses bidder questions on technical specifications, site conditions, and project requirements.
