The solicitation, identified as PKS-IFB-25-0743, covers five equipment categories: Aquatic Sports Equipment and Supplies, Aquatic Rescue Equipment, Swim Lesson Equipment, Training Supplies, and Miscellaneous items. Specific deliverables include life vests, rescue tubes, CPR training manikins, trauma bags, safety accessories, and water aerobic equipment, with detailed technical specifications outlined in Attachment D. The procurement timeline includes a release date of April 23, 2025, a deadline for questions on April 29, 2025, and a response deadline of May 8, 2025, at 2:00 pm. The contract is set to commence on or about July 1, 2025, with pricing to be submitted on a per-unit basis, with the first year's prices firm and fixed, and potential annual price increases subject to City approval. Vendors must provide new equipment, with no remanufactured or refurbished items accepted, and must submit comprehensive details including payment terms, delivery timelines, warranty information, and emergency contact details.
The solicitation appears to encourage participation from a diverse range of vendors, potentially including small businesses and those meeting disadvantaged enterprise criteria, though specific set-aside designations are not explicitly detailed in the provided documents. The City of Phoenix reserves the right to add, change, or delete quantities as circumstances require, providing flexibility in the contract implementation. While no specific contract value is mentioned, the comprehensive nature of the equipment list and the five-year contract term suggest a substantial procurement opportunity. Vendors will be required to comply with various municipal and federal regulations, including nondiscrimination policies and civil rights provisions outlined in supplemental terms and conditions. The procurement will be processed through the City's OpenGov e-Procurement Portal, with technical support available via an on-portal support bubble or email. Potential vendors must also complete a Sensitive Security Information Acknowledgement Form, indicating the city's emphasis on confidentiality and information protection throughout the procurement process.
