About this opportunity

The Florida Fish and Wildlife Conservation Commission (FWC) is seeking a contractor to perform comprehensive inspection and repair services for aquatic fenced enclosures located primarily on Lake George in the St. Johns River system across Lake, Putnam, and Volusia counties. The primary scope involves daily inspections of approximately 75,000 linear feet of fencing distributed across 34 fenced enclosures, with specific requirements including documentation using designated forms, vegetation and debris removal, and executing repairs such as cable tie replacement, post straightening, and fence wire patching. The contractor must maintain a minimum production standard of 7,500 linear feet of inspections and repairs per day, working Monday through Friday during daylight hours and providing GPS tracking of all work activities. A mandatory pre-bid conference is scheduled for January 16, 2026 at 11:00 AM ET at the Boat Ramp on Lake George, with mandatory site visits required before bid submission. Sealed bids are due by February 5, 2026 at 2:00 PM ET, with a public bid opening at the same time and an anticipated award date of February 9, 2026. Bidders must be registered with MyFloridaMarketPlace and SunBiz, provide three verifiable references for similar projects, and comply with all Florida and federal procurement laws.

While no specific set-asides or mandatory diversity preferences are established, the FWC encourages participation by minority-, women-, and veteran-owned business enterprises, with subcontracting permitted through submission of a Subcontractor Minority Status Report with each invoice. The contract has an initial one-year term from Purchase Order issuance, with an option for one additional year renewal under the same terms and conditions. The total estimated budget is $300,000, with $150,000 allocated for the initial term and $150,000 for the optional renewal term. Payment will be based on an hourly labor rate quoted by the contractor for a two-person crew and associated equipment, with partial payment invoices allowed every two weeks during active work. The FWC will supply all repair materials, including T-posts, PVC pipe, cable ties, reflective tape, and fencing wire, while the contractor must provide all necessary equipment such as boats, fuel, GPS devices, wire cutters, and ladders. Failure to meet the daily production standard will result in a $100 deduction per day, unless delays are attributed to circumstances beyond the contractor's control or Force Majeure events.
