About this file
This is an Addendum No. 1 Q&A document issued by the Florida Fish and Wildlife Conservation Commission (FWC) for solicitation FWC 25/26-50 regarding Aquatic Fenced Enclosure Inspection and Repair services. The FWC is seeking a contractor to perform comprehensive inspection and repair services for approximately 75,000 linear feet of aquatic fencing distributed across 34 fenced enclosures located primarily on Lake George in the St. Johns River system across Lake, Putnam, and Volusia counties. The contractor must maintain a minimum daily production standard of 7,500 linear feet of inspections and repairs, working Monday through Friday during daylight hours with GPS tracking of all activities. A mandatory pre-bid conference was held on January 16, 2026, with mandatory site visits required before bid submission. Sealed bids were due by February 5, 2026 at 2:00 PM ET, with a public bid opening scheduled for the same date and anticipated award on February 9, 2026. The contract includes an initial one-year term from Purchase Order issuance with an option for one additional year renewal under the same terms and conditions.
The addendum clarifies that when inspection and repair activities are completed in less than the standard 10-business-day cycle, the contractor should immediately restart the next inspection and repair cycle without gaps in service, as the FWC anticipates continuous service operations. This interpretation applies unless otherwise instructed by the FWC Project Manager or Contract Manager. The total estimated budget is $300,000, with $150,000 allocated for the initial term and $150,000 for the optional renewal term. Payment is based on an hourly labor rate for a two-person crew with associated equipment, with partial invoices permitted every two weeks during active work. The FWC supplies all repair materials while the contractor provides equipment including boats, fuel, GPS devices, and tools. Failure to meet the daily production standard results in a $100 deduction per day unless delays are due to circumstances beyond the contractor's control or Force Majeure events.

FWC SOLICITATION ADDENDUM 2
Addendum No. 1 Questions & Answers
FWC 25/26-50
QUESTION #1 Say it takes 10 days to inspect and repair fence. We come back in 10 business days and it only takes us 5 days do we come back 10 days from that day we finished from the 5th day?
ANSWER #1 If all fencing gets inspected/repaired within 10 days, and inspection/repair activities re-start and only takes 5 days to complete the 2nd round of inspection/repair, it is then projected that double the production standard has been achieved and the Commission anticipates the 3rd inspection/repair event re-start after the 5th day. The Commission does not anticipate any gaps in service simply due to the production standard being exceeded. The intent is for continuous inspection/repair services, unless otherwise instructed by the FWC Project Manager or FWC
Contract Manager.
