About this opportunity
The City of Philadelphia Procurement Department is conducting a small order purchase solicitation for Aquascope (Exeter) supply through the PHLContracts electronic procurement platform. This procurement involves the supply of goods with a maximum annual contract value of $91,000, adjusted yearly by the percentage increase in the Consumer Price Index for Urban Consumers (CPI-U) from January 1, 2020, rounded to the nearest $1,000. The solicitation was posted on May 4, 2026, with quotes due by May 11, 2026; all pricing must be submitted electronically through PHLContracts and remain valid for 60 days from submission. Vendors must quote all items listed in the solicitation to be eligible for award, with the contract to be awarded as a whole or by line item at the City's discretion to the lowest responsive and responsible bidder. Acceptance or rejection of quotes will occur within 60 days of submission. The contract term is one year from the effective date with options to renew for up to four additional one-year periods, not to exceed five years total. All pricing must be quoted on an FOB Destination Point basis and net of taxes, as the City is exempt from federal excise, transportation, and Pennsylvania sales taxes. Vendors must not deliver products or provide services until officially notified by the respective City department.
Participation in this procurement requires compliance with the City of Philadelphia's electronic bidding procedures, including submission of an executed Consent and Authorization Agreement, which is mandatory and must be submitted prior to bid closing. Local Business Enterprise (LBE) bid preferences apply per Philadelphia Code Chapter 17-109 for certified LBEs. Prospective vendors may voluntarily complete an LGBTQ Applicant Data Form to identify themselves as Lesbian, Gay, Bisexual, Transgender, or Queer (LGBTQ) business owners or to indicate current or potential LGBTQ Business Enterprise (LGBTBE) certifications through the National LGBT Chamber of Commerce. The form also accommodates disclosure of other third-party certifications such as minority business enterprise (MBE), women's business enterprise (WBE), disadvantaged small business enterprise (DSBE), or disadvantaged business enterprise (DBE) designations. Successful vendors must maintain workers' compensation insurance at statutory limits, general liability insurance of $500,000 per occurrence, and automobile liability insurance of $300,000 per occurrence, and must register for electronic payment processing and comply with Philadelphia's business tax requirements. The City reserves the right to reject any or all quotes and to accept quotes from multiple sellers for this procurement opportunity.
