About this file

This is a Seller Checklist for Small Order Purchases issued by the City of Philadelphia Procurement Department through the PHLContracts platform. The checklist outlines the procedural requirements for vendors submitting quotes for small order purchases in Philadelphia. The document does not specify quantities, response dates, due dates, site visits, bidder meetings, award dates, or contract terms, as it functions as an operational guide rather than a solicitation document. Instead, it provides step-by-step instructions for sellers to navigate the online bidding system and prepare their submissions.

The checklist requires vendors to complete multiple tabs within the PHLContracts system, including verifying seller role status, answering questions about Local Business Entity (LBE) certification status, entering unit costs for all listed items, completing mandatory questions, and accepting terms and conditions. Vendors must provide an executed Consent & Authorization form in their profile before submission; failure to do so will result in quote rejection. Optional documentation includes the LGBTQ Applicant Opportunity Data Form. The solicitation for Aquascope (Exeter) supply requires sellers to quote all items to remain eligible for award, with the contract to be awarded as a whole or by line item based on the City's determination of best interest to the lowest responsive and responsible bidder. Vendors must not deliver services or products until notified by the department.
