About this opportunity

The State of Maine Department of Administrative and Financial Services, Division of Procurement Services, is requesting quotations for the design, fabrication, and theming of aquarium tanks and stands for the Maine State Aquarium, with quotations due January 5, 2023 at 4:00 p.m. Eastern Standard Time.

The scope includes one 120" x 60" x 48" fiberglass-reinforced plastic tank with stand, one 144" x 60" x 48" FRP tank with stand, and one touch tank approximately 300–350 gallons with stand. All tanks must feature acrylic viewing panels and fittings for outflow and cross ties. Stands must be constructed from treated wood, steel with powder coating, or other rust-proof materials. Shop drawings with possible theming are required. Bidders must demonstrate a minimum of fifteen years' experience in aquarium tank fabrication and must provide documentation of in-house engineering capabilities or contracts with engineering firms. Pricing must include all shipping charges under FOB Destination terms, with delivery between March and June 2023 to West Boothbay, Maine.

The State reserves the right to award to one bidder or make multiple awards if in its best interest, and partial bids for individual tank systems or theming are acceptable. Evaluation will be conducted on a best value basis considering product quality, specification conformance, delivery timeframe, and animal health and safety factors, with award decisions potentially considering past contract performance. The selected bidder will be required to provide detailed engineering drawings within two weeks of award, subject to finalization in consultation with State subject matter experts.

All required bid documents, including the completed Appendix A bid cover page with wet signature or valid electronic signature, product data sheets, warranty information, and experience documentation, must be submitted through the State of Maine's Advantage Vendor Self Service system.
