About this opportunity
The State of Maine Division of Purchases is requesting quotations for approved gas pump decals, with quotations due April 11, 2012.
Bidders must submit quotations electronically through the State of Maine's Vendor Self Service (VSS) platform by 2:00 p.m. local time on the due date. All questions must be posted through the VSS Question and Answer link, with answers provided in writing and viewable by all bidders.
A recycled content price preference applies to paper or paper products containing a minimum of 30% post-consumer recycled material that fall within 10% of the lowest compliant bid, with preference value of up to 10%. Bidders must explicitly indicate if they are bidding recycled products and disclose the specific recycled content percentage. The state is also authorized under its certified wood products policy to pay a price premium of up to 4% above the lowest bid to achieve purchases with 100% post-consumer recycled or certified virgin fiber content. If no bids meet 100%, preference is given to the highest percentage of recycled or certified fiber provided the price does not exceed 4% above the lowest bid. Bidders must specify the percentage of post-consumer recycled and certified virgin fiber content for each product and provide proof of chain of custody certification or other certification documentation.
Unit pricing must be provided for each requested item, with unit price controlling in case of discrepancy with total price. The state reserves the right to award based on lowest-priced conforming bid or best value criteria incorporating quality, conformity, delivery time, and ultimate cost, with price weighted at a minimum of 25%. Delivery terms are FOB Destination with transportation costs prepaid by the successful bidder. Standard payment terms are net 30 days from receipt of correct invoice. The contract includes extension provisions allowing the State Purchasing Director to extend beyond the initial term with contractor consent, provided the total period does not exceed three years, with an overrun allowance not to exceed 3% of the bid amount. Vendor past performance may factor into the award decision.
