About this opportunity

The City of Hanford is requesting proposals for appraisal services for a traffic signal installation project at the intersection of 9th Avenue and E. Lacey Boulevard, with proposals due October 14, 2026 by 2:00 p.m. This is a federal-funded project under Congestion Mitigated Air Quality (CMAQ) grant funding, requiring compliance with Davis-Bacon Act prevailing wage requirements and federal procurement standards.

The scope includes primary appraisal reports for three identified properties (APNs 014-230-095, 014-241-025, and 016-043-018, totaling approximately 0.5 acres), appraisal report reviews, and coordination of property acquisitions following Caltrans waiver valuation procedures. Because property is valued over $10,000, the project requires a separate appraiser and acquisition consultant; an appraisal reviewer agreement may also be awarded if required. Consultants must hold current California real estate appraisal licenses and obtain Caltrans-issued Indirect Cost Rate Identification Numbers.

The project budget is to be determined. The City anticipates contract award in November 2026 with contract commencement in December 2026; property purchases must be completed by December 31, 2026. Compensation will be submitted as a detailed cost proposal separate from the technical proposal. Acquisition services are excluded from the scope.

Proposals are evaluated on firm credentials (25 points), staff credentials (20 points), thoroughness of approach and understanding of scope (35 points), and commitment to timeliness and availability (20 points). A non-mandatory proposer conference will be held via Teams on September 30, 2026 at 10:00 a.m. Questions are due by 4:00 p.m. on October 7, 2026. The City reserves the right to reject any or all proposals and to negotiate modifications following review.
