About this opportunity
The City of Phoenix Finance Department is seeking to establish a Qualified Vendor List (QVL) for Appraisal Services covering citywide and aviation projects through a Request for Qualification (RFQu-25-0706). The solicitation aims to contract with multiple appraisers to provide appraisal and appraisal review services across five distinct categories: Residential Appraisal Services, Commercial Appraisal Services, Personal Property Appraisal Services, Residential Appraisal Review Services, and Commercial Appraisal Review Services. Qualified appraisers must possess professional certifications, demonstrate minimum years of experience, and show expertise in their respective appraisal categories. Offerors can submit qualifications for one or multiple service categories, with evaluations based on factors including experience, workload capacity, approach methodology, professional resumes, certifications, and sample work. The contract is scheduled to commence on or about February 1, 2026, and will remain in effect for five years, with potential for extension. Key dates include a pre-offer conference on July 14, 2025, and a submission deadline of August 6, 2025, at 2:00 pm, with all offers to be submitted electronically through the City's OpenGov Procurement portal.
The solicitation emphasizes non-discrimination and civil rights compliance, with specific requirements for Disadvantaged Business Enterprise (DBE) participation. Contractors must adhere to federal and local non-discrimination statutes, including Title VI of the Civil Rights Act, Americans with Disabilities Act, and various Executive Orders. The contract includes strict provisions for equal employment opportunities, non-discriminatory service delivery, and workplace safety measures, particularly for outdoor workers. While no specific award value is explicitly stated, the comprehensive nature of the appraisal services across residential, commercial, and personal property suggests a potentially significant contract scope. Potential penalties for non-compliance include contract termination, payment withholding, and disqualification from future bidding. The solicitation covers multiple Phoenix aviation facilities, including Sky Harbor International Airport, Deer Valley Airport, and Goodyear Airport, indicating a broad potential range of appraisal services. Contractors must also comply with federal immigration laws, maintain heat safety plans, and provide documentation of employment eligibility.
