About this opportunity

The Illinois Department of Transportation (IDOT) is soliciting electronic bids for bituminous surface treatment (A-2 chip seal) application at the Fairfield Maintenance Yard in Wayne County, District 7, with bids due June 12, 2026 at 12:00 p.m. via the iCX-Integrated Contractors Exchange system.

The work consists of applying emulsified asphalt and aggregates to create a chip seal surface treatment with fog seal. Contractors must submit mixture designs for Department verification and approval, with aggregate samples submitted to the Central Bureau of Materials a minimum of four weeks before construction begins. Equipment calibration must occur at least three days prior to starting work. Work is restricted to May 1 through August 31, with emulsified asphalt application only permitted when air temperature exceeds 55 degrees Fahrenheit. Construction must comply with the Standard Specifications for Road and Bridge Construction (adopted January 1, 2022, revised January 1, 2026) and all applicable supplemental specifications.

For state-funded contracts with awarded values of $500,000 or more, the Illinois Works Apprenticeship Initiative applies: contractors must ensure apprentices perform either 10% of total labor hours or 10% of estimated labor hours in each prevailing wage classification, whichever is less, with at least 50% of apprentice hours performed by graduates of approved pre-apprenticeship programs.

Bituminous surface treatment is measured and paid per square yard at the contract unit price. Emulsified asphalt for fog seal is paid per pound of residual asphalt. Base or existing surface preparation is compensated according to the Standard Specifications or, when no pay item exists, under Article 109.04. The contract will be awarded to the lowest responsive and responsible bidder. IDOT reserves the right to determine responsibility at time of award, reject any or all proposals, and readvertise if necessary.
