About this opportunity

The Pinellas County School District is soliciting sealed electronic bids for Appliance Repair Parts & Supplies to support its Maintenance Department at the Walter Pownall Service Center in Largo, Florida. Bids must be submitted electronically through the OpenGov Procurement Portal (https://procurement.opengov.com/portal/PCSB) no later than 3:00 p.m. on April 22, 2026, with the contract period commencing June 10, 2026, and ending June 9, 2027, plus optional renewal for two additional one-year periods. The procurement encompasses ten categories of appliance repair parts for manufacturers including Accutemp, Groen, Alto-Shaam, Hobart, Beverage Air, Champion Machinery, Hoshizaki, and Insinkerator, with suppliers required to deliver parts on an as-needed basis within three business days of purchase unless items are on back order. Pricing shall be submitted as percentage discounts off manufacturer's list prices, with one average discount percentage required per manufacturer category, and all prices must remain firm throughout the contract period including all freight and handling charges except for items exceeding specified weighted size limits which may incur freight charges up to $100. Qualified bidders must maintain a local business office or supply warehouse within 75 miles of the service center, provide manufacturer certifications confirming authorized dealer status, hold manufacturers' standard warranties on all equipment, and comply with Florida's E-Verify requirements. The District will award contracts to the most responsive and responsible bidder offering the highest average percentage discount per category and reserves the right to award by line item, section, or aggregate total, with all bidders required to submit prohibition against coercion affidavits, sworn statements under Florida Statutes Section 287.133, drug-free workplace certifications, and debarment forms.

No specific set-aside designations for disadvantaged enterprises or restrictions limiting organizational types have been identified in the solicitation documents. The District will give consideration to prices established by the State of Florida Department of Management Services, Division of Purchasing through its existing contracts. The estimated contract value is approximately $300,000 annually, excluding renewal options, and price escalation at renewal periods is permitted not to exceed the previous year's Consumer Price Index for All Urban Consumers with 60 days' written notice. No incumbent vendors or current contractors are identified in the available procurement materials. Bidders who are adversely affected by District bid decisions may file a written notice of protest within 72 hours of bid tabulation posting, followed by a formal written protest within 10 days, with competitive-procurement protesters required to post a bond equal to one percent of the estimated contract value with a minimum of $500 and maximum of $5,000 if the protest is based on rejection of all bids.
