Service response must occur within one business day of notification during standard County operating hours (8:00 a.m. to 5:00 p.m., Monday through Friday, excluding holidays), and the contractor must provide annual preventative maintenance on a flat-fee-per-appliance basis, installation on a flat-fee basis, and labor at an hourly rate with all travel expenses and fees included in the labor rate. All repairs must be warranted for 90 days from completion and new parts for the length of the OEM warranty, and contractors must service only the specified approved makes and models listed in Attachment A, which include commercial-grade appliances from manufacturers such as GE, Whirlpool, LG, Electrolux, Samsung, Thermador, Thor, Verona, Viking, Monogram, KitchenAid, and Frigidaire.

There are no specified set-aside designations or restrictions limiting the types of organizations that can respond to this solicitation. All contractors must obtain comprehensive general liability insurance from providers authorized to conduct business in Florida with A.M. Best ratings of A- or better, Class 7 or better, with minimum coverage limits ranging from $500,000 to $2,000,000 depending on coverage type, and must name Hillsborough County as an additional insured with primary and non-contributory coverage. Contractors are also required to complete and submit a Substitute W-9 Form for tax reporting purposes, certify compliance with Florida Statute 287.087 through a Drug-Free Workplace Certification Form, and submit a Certificate of Liability Insurance before performing any services. Additionally, contractors must authorize the County to notify them of any cancellations, material changes, or non-renewals of insurance at least 30 days in advance. No incumbent vendor information or existing infrastructure integration requirements are specified in the solicitation documents. The County has included a $30,000 allowance for repair or replacement parts that cannot be clearly defined and reserves the right to modify service locations, cancel service requests without cost to the County, and suspend work at any time; no bid bond or performance bond is required.
