About this opportunity

Kanab City is seeking a qualified attorney or law firm to serve as an Appeals Hearing Officer through a Request for Qualifications (RFQ) procurement process. The selected contractor will act as the city's Appeal Authority, handling variance requests and administrative appeals related to Kanab City's General Ordinance, Land Use Ordinance, and state law provisions. The Hearing Officer will be appointed by the Kanab City Council for a three-year term, with contract services estimated to commence on January 1, 2026. Key responsibilities include attending hearings and meetings (in-person or virtually), reviewing appeal materials, and issuing written final decisions for non-criminal enforcement matters. Proposals must be submitted no later than November 10, 2025, at 5:00 p.m., and must include the respondent's contact information, resumes or background descriptions of key personnel, and a cover letter. Minimum qualifications are detailed in Exhibit A of the RFQ, which outlines the specific scope of work for the Hearing Officer position.

The RFQ does not explicitly mention any set-aside designations or restrictions for disadvantaged enterprises. The opportunity appears open to individual attorneys and law firms with appropriate legal expertise in municipal ordinances and administrative appeals. While no specific budget range is provided, the contract is structured as a three-year appointment with ongoing service requirements. The solicitation suggests the work will be performed on an as-needed basis, with compensation likely determined through the proposal and negotiation process. No incumbent vendor information is disclosed, and there are no specific references to existing technological infrastructure that would require integration. Interested parties should carefully review Exhibit A for comprehensive details on qualifications, expected duties, and the precise scope of services required by Kanab City for this Appeals Hearing Officer contract.
