About this opportunity

The City of Philadelphia Procurement Department is soliciting micro-purchase quotes for promotional apparel, drinkware, journals, bags, towels, and first aid kits under B2728313, with quotes due November 2, 2026 through PHLContracts. The checklist sets a 10:30 a.m. submission deadline on the bid opening date and bars faxed or mailed quotes. The procurement carries no set-aside or preference program, though MBE/WBE solicitation documentation is required if applicable.

The scope covers 100 polyurethane fabric-wrapped hardcover journals with 50 sheets of lined paper, and 100 stainless steel 10-ounce tumblers with acrylic drink-through lids. It also covers 12 men's royal blue recycled polyester fleece jackets and 12 men's royal blue moisture-wicking polos with antimicrobial and stain-resistant properties, each in a 2XS, 2 small, 2 medium, 3 large, and 3 extra-large distribution. Remaining items are reusable 80-gsm polypropylene grocery bags with dual 20-inch handles, 36 white 100% cotton bath towels (24" x 48"), and two 24-packs of first aid kits containing 42-item boxes. The City supplies logos for decoration.

Sellers must quote all items to be eligible. The City may award the procurement as a whole or by line item to the lowest responsive and responsible bidder. Exceptions are not allowed, and all terms must be accepted without modification. Eligibility requires a completed Consent and Authorization Agreement, Annual Bid Security Application, certificate of insurance, pricing sheets, and a bid bond when applicable. Bid security, bid processing, and performance security fees, where applicable, must be paid before submission with receipts attached. Sellers must carry General Liability coverage of at least $500,000 per occurrence. Original bid bonds and certificates of insurance must be mailed or hand-delivered to 1401 JFK Boulevard, Philadelphia, PA 19102.

The contract term runs automatically 365 days from the effective date. Prices must be quoted net of taxes because the City is exempt from federal excise, transportation, and Pennsylvania sales taxes. Payment is made by electronic deposit after delivery and City approval. Sellers must not deliver until the department provides notice. A voluntary LGBTQ Applicant Data Form accompanies the solicitation.
