About this opportunity
Suwannee Valley Electric Cooperative is requesting proposals to establish one or more master service agreements with qualified fiber splicing contractors to provide routine fiber maintenance, repair, troubleshooting, and add-on services across its service territory, with proposals due November 13, 2026 and questions due October 19.
The scope encompasses tap swaps and tap add-ons, service extensions, splicing of damaged fiber, ONT replacements, low-light and no-light troubleshooting, and other authorized services for fiber infrastructure from the Network Interface Device (NID) to the hut within SVEC's service area across Columbia, Hamilton, Lafayette, and Suwannee counties in Florida. The cooperative serves approximately 30,000 meters.
This is a unit-price Master Service Agreement structure with work authorized through task releases, work orders, or other written authorization. All labor, equipment, tools, vehicles, supervision, testing, documentation, and incidental costs must be included in unit prices submitted on the provided Unit Cost Proposal Form (Exhibit B). No separate hourly rates, mobilization charges, or service-call charges will be paid unless specifically authorized in the accepted cost proposal.
Respondents are evaluated on a 100-point scale: proposal completeness (0–10 points), qualifications and responsibility (0–30 points), cost effectiveness (0–30 points), and similar projects and references (0–30 points). Three references for projects completed within the past five years and proof of all applicable licenses are required. The contractor must maintain Commercial General Liability ($1 million each occurrence), Automotive Liability ($1 million), and Workers' Compensation at statutory limits, with SVEC named as an additional insured and waiver of subrogation endorsements required within 48 hours of work order issuance. SVEC will issue addenda if necessary by October 26, 2026. Evaluation and contract award dates are to be determined.
