About this opportunity

The Kentucky Transportation Cabinet Division of Purchases is requesting bids for Anti-Icing Application Units and component options on behalf of the Division of Equipment to establish a master agreement for use across Highway Districts 1–12, with bids due November 2, 2026 at 1:30 PM Eastern Time.

The scope includes complete anti-icing application units in 1,300-gallon, 2,035-gallon, 2,635-gallon, and 3,135-gallon configurations; component options such as tanks with and without frames, baffle balls, free-standing leg options, upgraded plumbing and spray bar options, gas engine and pump options, and centrifugal pumps. Bid quantities span 35 units of the 1,300-gallon system, 3 units of the 1,300-gallon tank and frame combination, and 21 units of the 1,300-gallon tank without frame, among other specified quantities for larger capacity systems. All units must be field-tested prior to delivery and include detailed drawings and parts lists. Specifications require UV-stable polyethylene tanks, stainless steel components, Schedule 80 PVC spray bars with ten nozzles, Raven RFM60P flow meters, and Parker brand hydraulic fittings. Major components carry a one-year warranty; tanks carry a three-year warranty with twenty-four-hour technical support availability.

Pricing is firm, fixed-price with F.O.B. Destination Freight Prepaid and Allowed terms. Price increases are prohibited during the first twelve months and thereafter require written justification based on industry-wide price changes submitted at least thirty days prior to the effective date; price decreases must be reflected immediately. All bidders must maintain Commercial General Liability Insurance of at least $1 million per occurrence and $2 million aggregate, and Automobile Liability Insurance of $1 million if the contractor performs delivery. Bidders must be registered in the Commonwealth eProcurement System.

The initial contract period runs from award through November 30, 2027, with four optional one-year renewal terms available with written approval from both vendor and KYTC. Evaluation awards 95 points to the lowest-price bidder and 5 points for best delivery. Questions are due October 19, 2026 at 1:30 PM Eastern Time, with responses posted by October 26. The tentative award date is November 15, 2026. No quantities are guaranteed as this is a master agreement with quantities representing annual estimates only.
