About this opportunity
The Maine Department of Transportation is requesting bids for anti-ice/de-icing dust control spray systems with bids due November 2, 2010.
The scope consists of self-contained spray systems mounted on 10-yard dump bodies, designed to apply a 23% salt brine solution at rates up to 50 gallons per lane mile across one, two, or three lanes at vehicle speeds up to 50 miles per hour. The system must include a molded high-density polyethylene tank with minimum 1,800-gallon capacity and 1.9 specific gravity rating, a self-loading skid frame constructed of minimum 6 x 8.2 steel channels with rotating front legs and telescoping rear legs, a 2-inch by 1-inch centrifugal pump delivering 200+ gallons per minute, and a stainless steel boom adjustable from 12 to 30 inches above pavement. The control system must be compatible with Cirus Smartspread and Compuspread 440 electronic controls. Bidders must include cab-mounted lane selection controls, mixed nozzle configurations for both anti-icing and de-icing applications, operator and maintenance training (one day each) at Fleet Services in Augusta, and comprehensive documentation (operator's, service, and parts manuals in two sets). The system must carry a one-year warranty and the successful bidder must maintain certified service capability in Maine.
Bidders must submit separate unit pricing for the spray system and installation, with all pricing including shipping and delivery to Maine DOT Fleet Service in Augusta. The State reserves the right to reject any or all bids, increase or decrease quantities by up to 10%, and awards based on lowest responsible bidder considering quality, specification conformance, delivery date, and overall cost. In case of tied bids, preference is given to in-state bidders or those offering commodities produced or manufactured in Maine. Cash discounts of 20 days or more will be considered in determining the low bid.
