About this file

This is a specification document issued by the Maine Department of Transportation for an Anti-Ice/Pre-Wetting Control Spray System, detailing the technical requirements and operational parameters for the equipment. The system is designed to apply a 23% salt brine solution at a rate of 50 gallons per lane mile across one, two, or three lanes while traveling at speeds up to 50 miles per hour, with ground speed-controlled application that activates only during vehicle movement. The unit must have a minimum capacity of 1,800 gallons on a self-loading skid frame compatible with 10-yard dump bodies and include cab-mounted lane selection controls.

The specification establishes comprehensive requirements across six major categories: tank system specifications requiring molded high-density polyethylene construction with UV protection, 1.9 specific gravity capacity, baffling systems, and gallonage markers; a self-loading skid frame constructed of minimum 6 x 8.2 steel channels with rotating front legs, telescoping rear legs, and caster wheels; a plumbing and boom system featuring a 2" x 1" centrifugal pump with 200+ gallons per minute flow rate, stainless steel boom adjustable from 12 to 30 inches above pavement, and mixed nozzle configurations for both anti-icing and de-icing applications; an automatic programmable control system compatible with Cirus Smartspread and Compuspread 440 electronic controls; training requirements including one day of operator training and one day of maintenance training at Fleet Services in Augusta with provision of two sets each of operator's, service, and parts manuals; and general requirements including a one-year warranty, mandatory service facility certification in Maine, and pre-delivery inspection rights. Bidders must submit pricing separately for the spray system and installation, along with descriptive literature and certification of service capabilities, with all pricing to include shipping and delivery to Maine DOT Fleet Service in Augusta.

Anti-Ice / Pre-Wetting

Control Spray System

Specification for Anti-Ice / Pre-Wetting

Control Spray System

It is the purpose and intent of this specification to describe an Anti-ice / Pre-wetting spray system, ground speed controlled, capable of applying a 23% salt brine solution at the rate of 50 gallons per lane mile, over 1, 2, or 3 lanes, at 50 miles per hour. Lane selection shall be made from cab mounted controls. The unit shall not apply salt brine when there is no movement and the application will commence as soon as movement begins. The capacity of the unit shall be a minimum of 1,800 gallons on a self loading skid frame capable of being loaded into a 10 yard dump body. The pumps on these units shall have the capability to draft from a storage tank and the plumbing arranged so the tank or tanks can be filled by a D.O.T. stationary pump without going through the tank mounted pump. Installation of the Anti-ice / Pre-Wetting system shall be bid as a separate item.

1. Tank System

1.1 Tank or tanks shall be made of molded high density cross-linked polyethylene resin with UV protection.

1.2 The tank or tanks shall be designed to contain and transport 1.9 specific gravity liquids.

1.2.1 Tank or tanks shall have a minimum of a 16 inch dia. man way opening with screw type vented lid.

1.2.2 Tank or tanks shall be a natural translucent color so that the liquid level can be seen inside the tank.

1.2.3 The tank or tanks shall be cylindrical-shaped. For a single tank, dimensions shall be approximately 62 inches in dia. x 152 inches long. If a dual tank system is offered, dimensions shall be approximately 62 inches in dia. x 76 inches.

1.2.4 Tank or tanks shall be baffled or have a wave action damping system.

1.2.5 Tank or tanks shall have molded-in gallonage markers.

1.2.6 If dual tanks are offered, each tank shall have its own sump and drain completely, and have a sufficient vent to meet a 200 gallon per minute pump requirement.

1.2.7 Tank or tanks shall be securely mounted to the skid frame with four 1 ½” dia. steel hoops. Ny-lock nuts shall secure the bottom of the steel hoops to the skid frame.

1.2.8 Tank or a combination of not more than 2 tanks shall have a capacity of 1,800 gallons plus or minus 150 gallons.

1.3 Tank shall sit in a cradle or tank legs, have full bottom contact to skid frame.

1.4 The tank or tanks shall have a 2” gravity drain completely from the connection to the sump.

1.5 The tanks or tank shall have a valve as close to each sump as possible, for stopping material flow to allow servicing of the pump /motor assembly or other components without draining all material from the unit.

2. Self-Loading Skid Frame

2.1 Skid frame shall be self-loading style with rotating steel front legs, steel wheels at the front of the frame, individual telescoping steel rear legs, and steel frame guides.

2.2 Frame shall be constructed of a minimum of 6 x 8.2 steel side rail channels, running full length on each side with similar cross members, running under each tank leg across the frame. Proper tank stops shall also be included.

2.3 Front legs shall rotate on 1 ¼” high, strength-grade 8 bolts and shall be constructed of 3” square steel tubing with 6”x 4 ½” x 1/4” thick steel base plates at the bottom of each front leg. Base plates shall be cut with one tapered side to avoid interference with skid frame when rotating up.

2.4 Rear legs shall telescope up individually. Rear legs must be light enough to allow one person to lift up each leg without binding.

2.5 Rear upper shall be constructed from 4” x 1/4” square steel tube.

2.6 Rear lower leg shall be constructed from 3 ½ x 3/16 square steel tubing.

2.7 Rear lower legs shall have a base plate at the bottom of each leg constructed from 6” x 6” x 1/4” thick steel plate.

2.8 Front end of frame shall include two 4” steel caster wheels with grease fittings and 4 steel guides shall be included to guide unit into dump body when backing up. Two tailgate latch pins shall also be included.

2.9 Complete frame shall be painted with two coats of non-leaded primer and followed with two coats of non-leaded enamel black paint.

3. Plumbing and Boom System

3.1 All plumbing components shall be of corrosion-resistant materials including reinforced polypropylene and stainless steel.

3.2 All hoses to include suction and discharge shall be of EPDM (ethylene propylene diene monomer) with thermal plastic helix and internal braiding and 100% EPDM tube.

3.3 Maximum use of polypropylene flanged fittings shall be utilized to allow for quick and easy maintenance of the plumbing system.

3.4 The pump shall be a 2” x 1 ½” cast iron centrifugal pump with integral hydraulic-drive motor.

3.5 The pump shall provide a maximum flow rate of 200 gallons or more per minute and will also provide 175 gallons per minute at 40 PSI (at 10gallons per minute hydraulic oil flow rate at 1,800 PSI).

3.6 The pump shall be a Hydro 9304 series with nylon impeller and severe duty mechanical seal with silicon-carbide faces or equivalent.
