About this opportunity
The City of Oklahoma City is seeking qualified contractors for an Annual Utilities Repairs and Maintenance contract covering infrastructure work across water pipeline, stormwater, wastewater, and natural gas piping systems. This procurement requires contractors to be pre-qualified in at least one specific contractor category, including Wastewater Pipeline Contractor "A", "B", or "C", Stormwater Contractor "A", "B", or "C", or Water Pipeline Contractor "A", "B", or "C" as defined by the Pre-qualification Review Board under Ordinance No. 26,614. Contractors must demonstrate a minimum of two years of successful installation experience and have technical competence in utility infrastructure domains such as exterior cold water piping, fire protection piping, storm and sanitary sewer systems, and natural gas distribution systems. The project involves comprehensive maintenance and repair services for utility infrastructure, with contractors required to submit a detailed Bidder Special Questionnaire proving their expertise, particularly in natural gas piping distribution systems. The solicitation was posted on March 28, 2025, with sealed bids electronically due by April 23, 2025, and a mandatory pre-bid conference scheduled for April 9, 2025.
The contract appears to have no specific set-aside designations for disadvantaged enterprises, though it does require extensive documentation of technical capabilities and corporate history. Bidders must provide information about their business structure, litigation history, emergency response capabilities, and planned subcontractors. Compliance with federal transportation regulations, specifically 49 CFR 192 for natural gas pipeline work, is mandatory, and contractors must have journeyman plumbers qualified in valve maintenance and polyfusion of PE piping. The contract has a not-to-exceed value of $400,000 per contract year, with a potential for two additional one-year renewals. A 5% bid security is required, and payments will be made monthly based on completed work, with a standard 5% retainage that can be reduced to 2.5% after 50% project completion. Additional requirements include comprehensive insurance and bonding, with specific provisions for emergency response, work scheduling, and performance standards.
