About this opportunity

The City of Lakeland, Florida is requesting proposals for annual towing, recovery, and transportation services for City-owned and leased vehicles and equipment on an as-needed basis under RFP 2026-RFP-117, with proposals due October 16, 2026 at 5:00 PM and questions due September 25, 2026 at 2:00 PM. A local-vendor preference is available for entities within Lakeland Electric's service territory holding a valid local business tax receipt.

The scope encompasses light-duty tows (0–11,000 lbs GVWR), medium-duty tows (11,001–22,000 lbs GVWR), heavy-medium tows (22,001–43,000 lbs GVWR), and heavy-duty tows (43,001–75,000 lbs GVWR), plus construction equipment recovery, driveshaft removal, winching, and lockout services. Services must be available 24 hours per day, seven days per week, including weekends and holidays, with a mandatory one-hour response time for all requests. The primary destination for disabled vehicles is the Fleet Management facility at 502 Evelyn Avenue, Lakeland, Florida 33801. Estimated annual quantities are 75 light-duty, 30 medium-duty, 20 heavy-medium, and 75 heavy-duty tows; no minimum or maximum work is guaranteed.

The contract term is one year from the effective date with an option for the City to renew for up to four additional one-year periods at its sole discretion. Pricing is structured as flat-fee services with all ordinary labor, equipment, fuel, dispatch, and travel costs included in quoted unit prices unless separately identified.

Evaluation uses weighted scoring: Cost Proposal (40 points), Location/Service Coverage (30 points), Experience and Past Performance (20 points), and Operational Capacity and Response Capability (10 points). Cost scoring awards maximum points to the lowest evaluated annual cost, with other proposers receiving proportionate points.

Proposers must demonstrate a minimum of three years of comparable experience, provide three references, maintain current commercial general liability and business auto liability insurance of $1,000,000 each plus workers' compensation, submit W-9 and Florida corporate registration documentation, and execute indemnification and human trafficking affidavits. Proposals must be submitted electronically through the City's OpenGov e-Procurement Portal.
