The services must be available 24 hours per day, seven days per week, including weekends and holidays. The RFP was released on September 18, 2026, with a question deadline of September 25, 2026, at 2:00 PM and a proposal response deadline of October 16, 2026, at 5:00 PM. No minimum or maximum quantity of work is guaranteed; estimated annual quantities include 75 light-duty vehicle tows (0–11,000 lbs GVWR), 30 medium-duty tows (11,001–22,000 lbs GVWR), 20 heavy-medium tows (22,001–43,000 lbs GVWR), and 75 heavy-duty tows (43,001–75,000 lbs GVWR), plus various construction equipment, transportation, driveshaft removal, winching, and lockout services. A mandatory one-hour response time requirement applies across all service requests, and the primary destination for disabled vehicles is the Fleet Management facility at 502 Evelyn Avenue, Lakeland, Florida 33801.

Cost scoring awards the maximum 40 points to the lowest evaluated annual cost, with other proposers receiving proportionate points. Pricing is structured as flat-fee services with no guaranteed minimums or maximums; all ordinary labor, equipment, fuel, dispatch, and travel costs must be included in the quoted unit prices unless separately identified in the pricing proposal. The RFP requires proposers to provide evidence of a minimum of three years of comparable experience, three references, current insurance coverage (commercial general liability and business auto liability of $1,000,000 each, plus workers' compensation), W-9 forms, Florida corporate registration documentation, executed indemnification and human trafficking affidavits, and certifications regarding drug-free workplace status, suspension/debarment status, public entity crimes, conflict of interest, and non-collusion. Local vendor preference is available for entities meeting specific criteria within Lakeland Electric's service territory and possessing a valid local business tax receipt. No incumbent contractor is identified, and all responses must be submitted electronically through the City's OpenGov e-Procurement Portal.

The Contractor shall furnish all labor, supervision, personnel, vehicles, towing and recovery equipment, tools, materials, fuel, transportation, and other resources necessary to perform the required services safely and in accordance with this RFP.
The Contractor shall maintain sufficient equipment and resources to provide services for the vehicle and equipment weight classifications identified in the Scope of Work and Pricing Proposal, including light-, medium-, and heavy-duty vehicles and equipment.
No minimum or maximum quantity of work is guaranteed. Estimated quantities identified in the Pricing
Proposal are provided for evaluation and planning purposes only and do not represent a guarantee of actual usage.
3.2. Hours of Service
Services shall be available twenty-four (24) hours per day, seven (7) days per week, including weekends and City-observed holidays, throughout the term of the contract.
The Contractor shall maintain a continuously available telephone number or dispatch method through which authorized City personnel may request service.
3.3. Dispatch and Service Requests
Service requests will be initiated by an authorized City representative. At the time of dispatch, the City will provide available information concerning the location of the vehicle or equipment, type of vehicle or equipment, nature of the service required, requested destination, and any known conditions relevant to the service.
The Contractor shall promptly acknowledge each service request and dispatch equipment appropriate for the vehicle or equipment type, weight classification, condition, and circumstances of the requested service.
The Contractor shall notify the requesting City representative as soon as practicable if circumstances arise that may prevent the Contractor from meeting the required response time or otherwise completing the requested service.
3.4. Response Time
The appropriate towing or recovery vehicle shall arrive at the requested service location within one (1) hour following notification by an authorized City representative.
For purposes of this requirement, response time means the elapsed time between the City’s initial notification to the Contractor and the arrival of the appropriate towing or recovery vehicle at the requested service location. Answering the telephone, acknowledging the service request, or dispatching a vehicle does not constitute arrival or satisfaction of the response-time requirement.
The one-hour response requirement applies twenty-four (24) hours per day, seven (7) days per week, including weekends and holidays.
3.5. Inability to Respond and Use of Alternate Contractor
If the Contractor is unable to provide the appropriate equipment or reasonably anticipates that it will be unable to satisfy the required one-hour response time, the Contractor shall immediately notify the requesting City representative.
The City reserves the right to obtain the requested service from another available source whenever the
Contractor is unable to perform the requested service, cannot provide appropriate equipment, cannot meet the required response time, or when the City determines that use of another source is necessary to meet an operational or emergency need.
The City’s use of another source under such circumstances shall not constitute a breach of contract and shall not create any entitlement to compensation for the Contractor.
3.6. Performance Requirements
The Contractor’s compliance with response-time, availability, equipment, safety, and other performance requirements may be monitored throughout the contract term.
Repeated or material failure to satisfy the requirements of the contract may constitute grounds for corrective action, suspension of service requests, use of an alternate contractor, non-renewal, or termination in accordance with the resulting agreement and applicable City requirements.
3.7. Towing and Transportation Destinations
Unless otherwise directed by an authorized City representative, disabled vehicles shall be transported to the City of Lakeland Fleet Management facility located at 502 Evelyn Avenue, Lakeland, Florida 33801.

All equipment used in performance of the contract shall be properly maintained and operated by qualified personnel in accordance with applicable federal, state, and local requirements.
3.9. Flat-Fee Pricing
Unless expressly identified as a separately priced service in the Pricing Proposal, each flat fee shall constitute the Contractor’s complete charge for performing the applicable service and shall include all ordinary labor, dispatch, hookup, loading, unloading, equipment, fuel, travel, and other costs necessary to complete the requested service within the geographic area applicable to that line item.
No additional surcharge, fuel charge, after-hours charge, weekend charge, holiday charge, dispatch charge, hookup charge, administrative fee, or similar charge shall be assessed unless expressly authorized by the Pricing Proposal or approved in writing by an authorized City representative prior to performance of the additional service.
Services separately identified and priced in the Pricing Proposal, including driveshaft removal and reinstallation, winching, lockout services, or other separately priced services, may be invoiced when actually required and authorized by the City.
The Contractor shall not impose charges that are inconsistent with the pricing established under the resulting contract.
3.10. Services Outside the Lakeland Electric Service Area
Services outside the Lakeland Electric service area shall be charged only in accordance with the applicable line item(s) established in the Pricing Proposal.
The Contractor shall not assess additional mileage, travel, fuel, or other charges unless such charges are expressly identified in the Pricing Proposal and authorized by the City.
When the requested destination is outside the normal service area and the applicable charge cannot be determined from the established contract pricing, the Contractor shall obtain authorization from an authorized City representative before incurring or performing any service that would result in an additional charge.
3.11. Vehicle and Equipment Protection
The Contractor shall exercise reasonable care in towing, recovering, loading, transporting, securing, and unloading City vehicles and equipment and shall use towing and recovery methods appropriate for the vehicle or equipment being serviced.
The Contractor shall take reasonable precautions to prevent damage to City vehicles, equipment, property, and other property during performance of the services.
The Contractor shall promptly notify the City of any accident, damage, loss, or other incident involving
City property occurring during performance of the services.

Proposal.

Any inadvertent deployment of an air bag or supplemental restraint system resulting from the acts or omissions of the Contractor or its personnel shall be the responsibility of the Contractor.
3.14. Personnel
The Contractor shall provide sufficient qualified personnel to perform all services required under the contract.
Personnel operating towing, recovery, or transportation equipment shall possess all licenses, certifications, endorsements, or other qualifications required by applicable federal, state, and local law for the equipment being operated and services being performed.
Contractor personnel shall conduct themselves professionally while performing services for the City and shall comply with applicable City safety and site-access requirements while on City property.
3.15. Subcontracting
The Contractor shall remain fully responsible for the performance of all services required under the resulting contract, including services performed by any approved subcontractor.
Use of a subcontractor shall not relieve the Contractor of its responsibility to satisfy the City’s response-time, insurance, safety, equipment, pricing, or other contractual requirements.
No subcontractor may charge the City directly unless specifically authorized by the City.
3.16. Invoicing and Service Documentation
The Contractor shall submit invoices containing sufficient information for the City to verify the services performed and the applicable contract pricing.

Charges not supported by the resulting contract pricing or otherwise authorized by the City may be rejected.
3.17. Additional Services and Charges
The Contractor shall not perform services resulting in charges outside the established contract pricing without prior authorization from an authorized City representative.
If an unforeseen condition requires a service or charge not included in the Pricing Proposal, the
Contractor shall advise the City of the condition and obtain authorization before proceeding, except when immediate action is reasonably necessary to protect persons or property.
Authorization of an additional service does not authorize the Contractor to establish new recurring rates or otherwise modify the contract pricing.
3.18. Cancellation of Service Requests
The City may cancel a service request when the requested towing, recovery, or transportation service is no longer required.
3.19. Contract Term, Renewal, and Price Adjustments
The initial term of the resulting contract shall be for one (1) year from the effective date of the contract.
The City shall have the option to renew the contract for up to four (4) additional one-year periods.
Pricing shall remain firm for the initial contract term. Prior to each renewal period, the Contractor may submit a written request for a price adjustment, together with documentation supporting the requested adjustment. Any requested price adjustment shall be subject to negotiation and written approval by the
City. The City is under no obligation to approve a requested price adjustment.
If the parties are unable to agree upon pricing for a renewal period, the City may elect not to exercise the renewal option. Renewal shall be at the sole discretion of the City and shall not create any right or expectation of renewal on the part of the Contractor.
