About this opportunity
Gainesville Regional Utilities (GRU) is soliciting bids under ITB 2026-089 for the annual purchase of three-phase pad-mounted transformers on an as-needed basis, with bids due September 9, 2026 at 2:00 p.m. and questions due September 2, 2026. Only bids from approved manufacturers—Cooper Power Systems, General Electric/Prolec, Howard ABB/Hitachi, ERMCO, WEG Transformer, Central Molley Inc., and other qualified suppliers—will be considered, with one approved manufacturer permitted per bid submittal.
The transformers must comply with GRU's approved standards for the Electric Distribution System and detailed technical specifications covering electrical performance, physical construction, and operational standards. Specifications include ANSI/IEEE compliance, temperature rise limits, impedance ranges, tank construction standards, and requirements for bushings, tap changers, and protective devices. Transformers must be ISO 9001 compliant, factory-tested, and delivered with certified test reports indicating actual loss data. Quality control inspections upon receipt will permit measured no-load losses not exceeding quoted losses by more than 10 percent and measured total losses not exceeding quoted losses by more than 6 percent. Respondents must submit certified test reports and submittal drawings prior to fabrication.
The contract term runs from September 1, 2026 through August 31, 2029, with an option to renew for one additional two-year period plus a six-month extension. Materials and equipment shall be delivered F.O.B. Destination with freight included. Award will be based on evaluation of price, lead time, understanding of approach, warranty, company process qualifications and experience, and references. An optional evaluation meeting is scheduled for September 24, 2026 at 12:00 p.m., with an intended award date of September 25, 2026. Bids must be submitted online via the GRU e-Procurement Portal with no bid bond required. Responses must remain valid for 60 calendar days from the due date, and the successful respondent must execute the contract within 15 calendar days of receiving the Notice of Award. GRU reserves the right to revise specifications during the contract term and negotiate price adjustments accordingly.
