About this opportunity

The City of Richardson, Texas is requesting bids for an Annual Litter Abatement Program covering installation, maintenance, monthly measuring, and debris removal of curb inlet filters, with bids due September 3, 2026 at 2:00 p.m. and a voluntary pre-bid meeting on August 24, 2026 at 2:00 p.m. via Zoom. Addendum No. 2 clarifies that compensation is based on actual quantities performed using awarded unit prices rather than a fixed monthly fee, and that average monthly debris collection ranges between 2,000–3,500 pounds.

The scope encompasses procurement and installation of approximately 193 curb inlet filters with filter fabric linings (subject to City approval of product specifications), installation of three additional filters per year, and monthly maintenance and debris removal across 17,700 linear feet of curb annually. The contractor must respond to storm-related service requests within two weeks when baskets exceed 70% capacity and must collect debris more frequently if needed. Work is limited to 7:00 a.m. to 6:00 p.m. Monday through Friday, with Saturday work permitted only with approval and not before 9:00 a.m. Bidders must have completed a minimum of three similar projects within the last five years.

The estimated annual project cost is approximately $145,000. The initial contract period is twelve months from award, with the City holding the option to extend for four additional one-year periods under the same terms and conditions. Prices remain firm for the initial period; renewal periods may include price adjustments using the Consumer Price Index for All Urban Consumers (CPI-U) published for August 2026 as the base, with a minimum of twelve months between adjustments. The City reserves the right to terminate upon sixty days' written notice.

Prevailing wage rates for Dallas County apply per City of Richardson Resolution No. 20-04. Bidders must submit a bid bond of at least 5% of the total bid amount and, upon award, Performance, Payment, and Maintenance Bonds each at 100% of contract price within ten days. Comprehensive insurance is required, including workers' compensation, commercial general liability with $1 million per occurrence limits, automobile liability, pollution liability, and cyber liability, with the City named as additional insured. Subcontracting is permitted for traffic control and offsite debris disposal but prohibited for debris hauling. All bidders must acknowledge receipt of Addendum No. 1 with their bid submittal and submit questionnaires, conflict of interest declarations, and Form 1295 (Certificate of Interested Parties) prior to contract award. Questions are due August 25, 2026 at 5:00 p.m.
