About this file
This is Addendum No. 2 to a solicitation for the Annual Litter Abatement Program issued by a Texas municipality for the installation, maintenance, and debris removal of curb inlet filters. The program covers approximately 192 currently installed filter basket locations with an anticipated addition of 2-3 locations annually. The contractor shall be responsible for purchasing, assembling, and installing filter baskets lined with filter fabric inside inlet catch basins, subject to City approval of product specifications prior to procurement. Monthly maintenance and inspection are required, or more frequently if baskets reach 70% capacity, with the contractor responsible for providing all traffic control and crew safety during service operations. The contract period is twelve months from the award date, with the City holding the option to extend for four additional one-year periods under the same terms and conditions. Average monthly debris collection ranges between 2,000-3,500 pounds, and the contractor must respond to storm-related service requests within two weeks when baskets exceed 70% capacity.
Compensation will be based on actual quantities performed using awarded unit prices rather than a fixed monthly amount, with invoices processed and payment issued within 30 days of proper submission. The City is not obliged to pay for minimum or maximum service quantities and contractors shall have no claim for anticipated profits based on estimated quantities. Bid bonds, performance bonds, and payment bonds are required as specified in the bid book. Subcontracting is permitted for traffic control and offsite debris disposal but is prohibited for debris hauling; other specialty service subcontracting will be evaluated case-by-case. Unit prices are firm for the initial contract period; however, renewal periods may include price adjustments calculated using the Consumer Price Index for All Urban Consumers (CPI-U) formula. The estimated annual project cost is approximately $145,000.
