About this opportunity
The City of Truth or Consequences, located in New Mexico, is seeking annual legal services through Request for Proposals (RFP) #2025-05-002, with proposals due on June 5, 2025 at 2:00 PM MDT. The procurement aims to secure comprehensive legal support for municipal government operations, including attending City Commission meetings, providing legal guidance on policies, procedures, open meetings, elections, procurement, and administrative proceedings. Proposed legal services must include drafting and reviewing city documents and offering legal opinions. Qualified attorneys must hold a Juris Doctor degree from an American Bar Association-recognized law school and be in good standing with the New Mexico Bar Association. The evaluation will utilize a 1,000-point scoring system, with points distributed across categories including capability (200 points), qualifications and experience (200 points), offeror requirements (200 points), references (100 points), resumes (100 points), and cost response (200 points). The contract will initially be for one year, with potential automatic renewals for up to three additional one-year terms, not to exceed a total of four years.
The procurement includes provisions for resident veteran and local business preferences, potentially offering additional points or adjusted scoring for qualifying businesses. Mandatory submission requirements include a conflict of interest form, campaign contribution disclosure, resident veterans preference certification, proof of insurance, and a valid business license. Proposers must demonstrate experience with local government legal services and provide at least three public entity references, along with detailed resumes of attorneys who will directly serve the city. The cost component will be scored using a comparative formula that measures proposed total cost against the lowest total proposed cost. While specific budget ranges are not explicitly stated, the procurement is structured as a single source award, suggesting a targeted selection process. The contract is anticipated to be awarded around June 2025, with the successful vendor expected to provide ongoing legal support to the City of Truth or Consequences municipal government.
