About this file

This document is a Request for Proposals (RFP) issued by the City of Truth or Consequences, New Mexico, seeking annual legal services for municipal government operations. The RFP #2025-05-002 solicits proposals from qualified legal professionals to provide comprehensive legal support, with a contract term of one year and potential automatic renewals for up to three additional one-year terms, not to exceed four years total. Key proposal requirements include attending City Commission meetings, providing legal guidance on matters such as policies, procedures, open meetings, elections, procurement, and administrative proceedings, drafting and reviewing city documents, and offering legal opinions. The proposal submission deadline is June 5, 2025, with an anticipated contract award in June 2025, and proposals will be evaluated using a point-based system totaling 1,000 possible points across categories including qualifications, experience, references, and cost.

The RFP requires proposing attorneys to hold a Juris Doctor degree from an American Bar Association-recognized law school and be in good standing with the New Mexico Bar Association. Proposers must demonstrate experience with local government legal services, provide at least three public entity references, and submit detailed resumes of attorneys who will directly serve the city. The cost component will be scored using a formula that compares the proposed total cost against the lowest total proposed cost. The procurement includes provisions for resident veteran and local business preferences, with potential additional points or adjusted scoring for qualifying businesses. Proposers must also complete mandatory forms including conflict of interest certifications, campaign contribution disclosures, and resident veterans preference documentation.
