About this opportunity
The State of Maine, Division of Purchases on behalf of the Department of Environmental Protection, is requesting bids for sorbent pads under an annual contract with proposals due March 12, 2009 and field-test samples due before bid opening.
Sorbent pads must be heavyweight composition at approximately 12 ounces, 17" × 20" × 3/8" thick, white color, and 100% meltblown polypropylene with mechanical bonding and no coverstock. The critical performance requirement is minimum absorbent capacity of 15 times their weight for medium viscosity oil and less than 1.0 times their weight for water absorption, verified through ASTM F726-99 testing at the bidder's expense. Bidders must submit one sample bale of 100 pads for field evaluation at no cost to the State prior to bid opening.
The estimated annual contract value is approximately $36,750 for a one-year term ending February 28, 2010, with two possible one-year renewal extensions. Minimum order is 200 bales per delivery. Pricing must remain firm for the contract duration and include all transportation charges FOB destination to three DEP Response Service warehouses in Portland, Augusta, and Bangor. Award will be based on best value consideration of field-tested sample quality and performance, price, and delivery capability. The State is exempt from excise taxes and requires vendors to accept the State of Maine Procurement Card with no surcharges. Political subdivisions and school administrative districts may participate in any contract award; bidders should indicate willingness to accept such orders. Palletized shipments (approximately 36 bales per pallet) require 24-hour advance notice. All submissions, including samples, bid instructions, delivery documentation, and ASTM test data, must be delivered electronically via the State's Vendor Self Service system.
