About this file
This is a bid instructions and specifications document issued by the State of Maine, Division of Purchases, on behalf of the Department of Environmental Protection (DEP), for the procurement of sorbent pads. The State seeks bids to furnish sorbent pads for the DEP's normal requirements under a one-year contract ending February 28, 2010, with two possible one-year renewal extensions. Bidders must submit one sample bale of 100 pads for field testing and evaluation prior to bid opening, with samples delivered to the DEP Response Services office in Augusta at no cost to the State. All bid submissions, including pricing entered electronically via the State's Vendor Self Service system, completed bid instructions, delivery documentation, and ASTM test data, are due no later than March 12, 2009. The bid will be awarded based on best value consideration, including quality and performance of field-tested samples, price, and delivery capability. The contract will be awarded to one successful bidder, and the State reserves the right to evaluate products and determine equivalencies in its best interest.
Sorbent pads must meet specific technical requirements, including heavyweight composition of approximately 12 ounces, sizing of 17" x 20" by 3/8" thick, white color, and 100% meltblown polypropylene construction with mechanical bonding and no coverstock. Pads must demonstrate a minimum absorbent capacity of 15 times their weight for medium viscosity oil and less than 1.0 times their weight for water absorption, verified through ASTM F726-99 testing at the bidder's expense. Pricing must remain firm for the contract duration and include all transportation charges FOB destination, with a minimum order requirement of 200 bales per delivery. The estimated annual value is approximately $36,750. The State is exempt from excise taxes and requires vendors to accept the State of Maine Procurement Card with no surcharges permitted. Palletized shipments containing approximately 36 bales per pallet are to be delivered to three DEP Response Service warehouses in Portland, Augusta, and Bangor with 24-hour advance notice. Political subdivisions and school administrative districts may participate in this contract award, and bidders should indicate their willingness to accept such orders.
