About this opportunity
The City of Beaumont, Texas is requesting sealed bids for an annual contract for wastewater and water laboratory services under Bid Number MF0826-51, with bids due September 17, 2026 at 2:00 p.m. (CT) and questions due September 10, 2026 at 2:00 p.m. (CT). The Water Utilities Department requires a commercial analytical testing laboratory to perform comprehensive analytical testing across multiple service categories.
The scope includes significant industrial user (SIU) monitoring, categorical industrial user monitoring, commercial wastewater discharges, raw wastewater influent analysis, constructed wetland effluent testing, dewatered biosolids analysis, and drinking water monitoring. Estimated analysis quantities range from 1 to 60 analyses per parameter depending on the service category. The successful bidder must be a commercial laboratory with at least five years of analytical testing experience, State of Texas NELAP accreditation for both wastewater and drinking water, a functional LIMS system providing real-time online access, and Level 4 reporting capability. Proficiency testing results and traceable instrument calibration records are required. All samples must be retained for sixty days following report submission.
The initial contract term is one year from the effective award date, with two optional one-year renewals at the quoted price, not to exceed three years total. Either party may terminate with thirty days' written notice. Unit prices must be submitted on an item-by-item basis through the City's e-bids platform and must remain firm regardless of whether sample quantities meet or exceed City estimates. Award will be based on the lowest responsible bidder meeting all specifications for all items in a section; bids may be awarded to a single vendor for multiple sections or to separate vendors per section. No subcontracting is permitted without prior written authorization. Invoices must reference the Purchase Order number and be submitted within five working days of service delivery. Payment is contingent on City budget approval, and no funds beyond the current approved budget may be obligated. No pre-bid meeting is scheduled.
