About this opportunity
The City of Bryan, Texas is soliciting sealed bids under RFB 27-008 for an annual contract covering demolition of substandard structures and related services within its corporate limits, with written questions due October 27, 2026 at 10:00 a.m. CST and bids due November 4, 2026 at 2:00 p.m. CST. The City intends to engage a principal vendor for most demolitions, but the contract is not exclusive, and the City may separately bid certain demolitions. Quantities are informational only and do not commit the City to any order volume.
Scope includes demolition of main and accessory structures; removal of foundations, concrete slabs, asphalt and concrete pavement, fences, debris, light poles, and underground fuel storage tanks; and disconnection and capping of sanitary sewer lines. Asbestos abatement and air monitoring are required where applicable. Bidders must demonstrate at least two years of consecutive professional experience in comparable demolition work, provide at least five references from similar clients, and comply with federal, state, and municipal safety laws. Pricing is required per ton for demolition, per square foot for asbestos abatement, and as a minimum charge per work order for heavy-equipment mobilization. The City reserves the right to award to a single contractor or to separate primary and secondary contractors. Contractors must maintain 24/7 availability, commence work within ten business days of a work order (24 hours for emergencies), and complete most work within three business days.
The City anticipates annual expenditures not exceeding $200,000, which also covers title searches, asbestos surveys, and filing fees unrelated to this contract. The term runs from acceptance through September 30, 2027, with an option to renew for up to four additional twelve-month periods, subject to funding availability and City Council approval. Insurance requirements include $5 million per occurrence commercial general liability, $5 million per accident business automobile liability, Texas statutory workers' compensation with $1 million employers liability, builder's risk, and $1 million per occurrence / $2 million aggregate pollution and asbestos legal liability. Performance bonds are required above $50,000 and payment bonds above $100,000, each at 100% of contract value. The City will waive demolition permit and fuel tank removal permit fees. Payment terms are Net 30. Anticipated City Council award is December 8, 2026 at 5:30 p.m. CST.
Opportunity text
The City of Bryan (City) requires substandard structures that pose a risk to the public health and safety to be restored to good condition or to be removed. Occasionally, the City finds it necessary to employ the services of an outside contractor to demolish structures and remove the debris in accordance with Chapter 14 of the City of Bryans Code of Ordinances. The City is soliciting bids from qualified vendors to establish an annual contract (Contract) for the demolition of structures and related services. It is Citys intent to award a Contract to a vendor who is qualified to provide demolition, disposal and other related services for the demolition of designated sites. Quantities and/or estimates included in this bid are for informational purposes only and are in no way a commitment by the City to order any given quantities or dollar amount during the term of the agreement or any extensions thereafter. While the City is seeking to engage a principal vendor for the majority of the demolitions, this is not an exclusive Contract. The City may separately bid certain demolitions, as deemed necessary.
