About this opportunity

The State of Maine Division of Purchases is requesting quotes for an annual contract for defiberinated blood products, with quotes due August 25, 2011 at 2:00 p.m. local time.

The scope covers three products supplied bi-weekly on automatic shipment: defibrinated rabbit blood (50 mL), defibrinated sheep blood (100 mL), and defibrinated horse blood (200 mL). All shipments must arrive at the state destination during morning hours in first-class condition, F.O.B. destination, with all transportation charges prepaid by the contractor. The procuring agency is the Maine Department of Health and Human Services, Health and Environmental Testing Laboratory.

The estimated annual contract value is $5,000, reflecting only quantities ordered during the contract term. The contract period is one year from award, with an option for the Director of the Division of Purchases to extend for additional one-year periods at mutual consent. Prices must remain firm for the contract duration, though price reductions may be applied to all subsequent shipments if offered.

Awards will be made to the lowest responsible bidder offering the best value to the state, considering quality, conformity to specifications, delivery dates, and overall economy. Cash discounts of 20 days or more are considered in evaluation. Tie bids are resolved in favor of in-state bidders or those offering commodities produced or manufactured in Maine. Bidders may submit alternate commodities with complete identification and descriptive literature. The state reserves the right to reject any or all quotes, waive formalities and technicalities, increase or decrease quantities by up to 10 percent, and award items individually or as a group.

The state is exempt from federal excise taxes and state sales taxes; quotes should exclude these taxes. Contractors must accept the state's Procurement Card as payment with no surcharges. Contractors must provide current material safety data sheets for any hazardous chemicals under the Maine Chemical Substance Identification Law. All questions must be submitted through the Question and Answer link on the Solicitation Details View page; questions obtained through alternative channels will not be considered valid.
