About this opportunity
The Madison Metropolitan Sewerage District is seeking bids for the 2025 Annual Boiler Preventative Maintenance Services at the Nine Springs Wastewater Treatment Plant in Madison, Wisconsin. The procurement involves comprehensive maintenance services for 13 boilers, including 4 Fulton steam boilers and 9 hot water boilers from manufacturers Cleaver Brooks, Unilux, and Bryan, which are fueled by digester gas, natural gas, or a combination of both. Prospective contractors must be State of Wisconsin Certified Inspectors capable of performing fireside cleaning and inspections, with the ability to provide a detailed maintenance schedule, Material Safety Data Sheets, and material warranty documentation. The contract will run for ten months from March 1 to December 31, 2025, with potential for two additional 12-month renewal periods. Sealed bids are due on February 4, 2025, at 1:00 p.m. local time, to be submitted to Erik Rehr at the District office located at 1610 Moorland Road, Madison, Wisconsin 53713. Bidders are required to submit a lump sum bid with per-boiler pricing that includes all trip charges, mileage, and consumable materials.
The solicitation does not explicitly mention specific set-aside designations or restrictions for disadvantaged enterprises. Contractors must carry specific insurance coverages, including $2 million in general liability, $1 million in automobile liability, $2 million in umbrella liability, and worker's compensation coverage. The project is tax-exempt under Wisconsin Administrative Rule Tax 11.11, which may provide some financial advantages for bidders. While no incumbent vendor is mentioned, the comprehensive nature of the maintenance requirements suggests a need for specialized expertise in industrial boiler maintenance. The District reserves the right to reject any or all proposals and to waive any technicalities, indicating flexibility in the procurement process. Although a specific budget range is not disclosed, the detailed specifications and multi-boiler scope suggest a substantial contract value that would require significant technical capabilities and resources from potential service providers.
