About this opportunity

The California Military Department (CMD) is seeking a qualified contractor to perform annual backflow prevention device testing and certification across multiple armory locations in Southern California. The procurement, designated as Event #36672, involves comprehensive testing of backflow preventative devices at eight specific sites: Azusa, Gardena, Glendale, Lancaster, Long Beach (Redondo), Long Beach CSMS, Manhattan Beach, and Santa Ana. The contractor must possess a C-36 Plumbing Contractor license and be prepared to test devices from manufacturers including FEBCO, WILKINS, WAT, WATTS, and AMES, with device sizes ranging from 3/4" to 4". Key deliverables include completing detailed Backflow Prevention Assembly Test Reports for each location, which must be submitted to corresponding municipal agencies such as city water departments and county public health departments. The testing is scheduled over three consecutive years from 2026 to 2028, with specific testing months assigned for each armory. Critical dates include a Q&A end date of September 16, 2025 at 5:00 PM, with all questions to be submitted to Nicole Jackson at Nicole.Jackson@cmd.ca.gov, and a bid opening on September 19, 2025 at 2:00 PM.

The procurement includes provisions for small business and disabled veteran business enterprise (DVBE) preferences, with potential bid preference adjustments ranging from 5-10% based on certification status. Contractors are required to self-perform at least 20% of the work and must comply with various state regulations, including the Buy Clean California Act, which mandates environmental product declarations for certain materials. The contract emphasizes compliance with labor laws, nondiscrimination requirements, and workplace safety standards, with potential contract termination for non-compliance. While specific budget ranges are not explicitly detailed, the multi-year nature of the contract and the comprehensive testing requirements across eight locations suggest a significant procurement value. Work is to be performed Monday through Friday between 8:00 a.m. and 4:30 p.m., excluding state and federal holidays, with contractors required to schedule operations to minimize disruption to normal military daily activities. Bid submissions must be emailed to PWC@cmd.ca.gov with the specific subject line "BID FOR EVENT# 36672 - DO NOT OPEN" to be considered for the contract.
